Željeznička Infrastruktura Crne Gore AD (ŽICG) - Railway Infrastructure of Montenegro JSC (RIoM) has received financing from the European Investment Bank (EIB) toward the cost of the Rehabilitation of the Vrbnica-Bar railway line in Montenegro along the Main Belgrade-Bar Railway (SEETO Rail Route 4) (Prior Information Notice: 2015/S 168-305816), and intends to apply part of the proceeds for consulting services `FIDIC Engineer for Rehabilitation of approximately 10 Tunnels on the Vrbnica-Bar railway line in Montenegro`..

The consulting services (`the Services`) include: the consultant shall perform, amongst other, the duties and authority of the FIDIC Engineer as specified in or necessarily implied from the FIDIC Red Book based works contract for `Rehabilitation of approximately 10 Tunnels on the VrbnicaBar railway line in Montenegro`. The initial list of tunnels, subject to changes, is as follows:.

Remuneration under the contract shall be time/input based. The contracting authority may, at its own discretion and subject to the availability of funding, change the scope and duration of the services to cover actual number of tunnels or to accommodate unforeseeable delays. Such extension/reduction shall be up to a maximum not exceeding 30 % of the value of the initial contract. Any extension of the contract would be subject to satisfactory performance by the consultant..

The assignment is expected to start in Q2 2020. The approximate value of the works is: 12 000 000 EUR. The approximate number of key/non key staff months is 225. The expected implementation period for works contract as well as the respective FIDIC engineer services is: 24 months, for execution of the works (Works), plus 12 months of Defects notification period (DNP), counted from the intended commencement date for the works contracts, and up to 4 months for closing procedures of the works contracts..

ŽICG now invites eligible consulting firms (`Consultants`) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services..

Corporate services are required. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications..

The consultant shall be responsible for mobilisation of qualified engineers, technicians and other professional staff with the proven experience in the administration, management, and supervision of similar construction works in comparable climatic and geological conditions. Where staff does not speak the local language, interpretation and translation will be the responsibility of the consultant..

The consultant shall employ supervision staff with a good knowledge of the local design and construction laws and regulations to ensure compliance with the Montenegro laws and regulations..

It is expected that the consultant`s team (subject to changes) shall include the following expertise:.

— team leader civil engineer (construction engineer), .

— civil engineer (hydrotechical engineer), .

— expert for traffic regulation, .

— health and safety expert..

A consultant will be selected in accordance with the policies of the European Investment Bank detailed in the `Guide to procurement` which can be found at the following website:.

Interested consultants shall demonstrate that they meet the following selection criteria:.

— the average annual turnover of the applicant, for consulting services, for the previous 5 financial years is 400 000 EUR, .

— average number of professional technical staff working in the rail sector for the previous 5 years is at least 8, .

— at least 3 similar services contracts over the last 7-8 years completed (payment at completion performed), where `similar` means construction supervision services of rail.

No more than 6 firms will be short-listed. In the event that more than 6 applicants pass the above criteria, the following evaluation criteria shall apply and the highest 6 ranked applicants selected:.

Short list decision shall be followed by a `Standstill Period` of at least 10 calendar days with effect from the day following the date on which the decision is sent to the applicants concerned if fax or electronic means are used. If, after notification of the decision, and within the `standstill period`, an applicant wish to ascertain the grounds on which he/she was not shortlisted, it should address its request to the client, at the address below, which will proceed accordingly and provide the requested explanation. If the tenderer is not satisfied with the explanation provided by the client, it may have recourse to the dispute procedures established under the national legislation of Montenegro [Law on Administrative Dispute (`Official Gazette of the RMN`, No 60/03, 28.10.2003.), with addenda, if any], available at:.
