(hereinafter referred to as `PWA`) has received a multi-donor grant managed and operated by the European Investment Bank EIB (hereinafter referred to as `the Bank`) towards the cost of the project development process for and the implementation of the Gaza Central Desalination Plant (GCDP) Lot 1. This international invitation for pre-qualification relates to the contract for the Design build and operate (DBO) contractor for the GCDP Lot 1 to PWA..

The pre-qualification process serves the purpose to identify qualified companies for entering into a competitive dialogue process in the course of which 2 participants will be selected to develop a proposal for the GCDP Lot 1 contract..

This contract will include:.

— the turnkey engineering, procurement and construction works of a:.

—— Seawater reverse osmosis (SWRO) desalination plant with a production capacity of approximately 161, 000 m/day or 55 000 0000 m/year;.

—— dual-fuel reciprocating engine plant with a capacity of about 26-30 MW covering 3-4 units of each 7-9 MW for diesel and natural gas firing, .

—— PV modules on roofs of the desalination plant buildings with a total installed capacity of approx. 2, 5 MW..

— the post project completion 5 years operation and maintenance services for the SWRO plant, the reciprocating engines and the PV modules (with a built-in option to extend the period for the operation and maintenance services for another additional 5 years)..

This contract is expected to be implemented from January 2022 to December 2029..

For pre-qualification, Applicants are requested to submit their Expression of interest (EOI). The evaluation of the EOI will be undertaken on a pass/fail basis. The minimum criteria to be met by interested applicants to pre-qualify are:.

1) Experience in the management, development, construction, operation and maintenance of projects of similar size, nature and complexity in the last 10 years:.

(a) design, installation and commissioning of SWRO plants: minimum 2 reference plants — one of them with min. capacity of 50, 000 m/d — shall be in operation for at least 2 years at the point of submission;.

(b) O&M services for SWRO plants: minimum 2 reference plants — one of them with min. capacity of 50, 000 m/d — shall be in operation for at least 2 years at the point of submission;.

(c) reciprocating engine plants (if possible, in combination with SWRO plants):.

Minimum 2 reference plants — one of them with min. capacity of 25 MW — shall be in operation for at least 2 years at the point of submission..

(d) PV plants: minimum of 2 PV projects — one of them with min. capacity of 1.5 MW — shall be in operation for at least 2 years at the point of submission;.

(e) projects in Near East or Middle East minimum of 1 project either in Near East or Middle East is required..

2) Overall healthy financial status over the last 3 years:.

(a) average annual turnover of minimum 100 000 000 EUR;.

(b) net working capital (covering current assets and current liabilities) equal or larger than 40 000 000 EUR;.

(c) if the amount of net working capital is less than 40 000 000 EUR, the applicant shall provide a credit line from financing institution(s) or other financing sources to cover this specific amount..
