(hereinafter referred to as `the Borrower`), an Ethiopian private company, has applied for a loan from the European Investment Bank (`EIB` or the `Bank`) towards the cost of a Geothermal Power Project (the `Project`) with net output of 50 MW. This international invitation for tenders (`ITT`) relates to the pre-qualification of contractors to perform Engineer-Procure-Construct (`EPC`) services for this Ethiopian Project..

The EPC services will be centered on the provision of a turnkey, fully functional geothermal power plant and associated resource gathering system (`RGS`). Optional service offerings relating to operations and maintenance may also be considered and added to a forthcoming request for proposals (`RFP`) for EPC services. The RFP document will be sent to prequalified EPC contractors following the conclusion of the present ITT process..

The total scope of the contractor`s supply will be referred to as the `Works`. The Works will be executed under a firm price, guaranteed completion date EPC contract. The Works shall provide a minimum net electrical output of 50 MW measured at the electrical revenue meter located on the high side of the step-up transformer. The measured output shall be considered as a `net` output at design point conditions and include all parasitic loads required to operate the plant and the RGS. All relevant technical and other specifications will be provided in the RFP..

The EPC contract is expected to be implemented from December 2020 to February 2023, for Phase 1 (50MW). A future Phase 2 (an additional 100 MW) is being implemented with a schedule lag of 12 months..

The criteria used in the present pre-qualification evaluation are:.

— EPC power plant projects using condensing steam technology, .

— engineering provider experience (in last 10 years), .

— EPC experience in Sub-Saharan Africa, .
