Assignment Description:.

This invitation for expressions of interest follows the General Procurement Notice No. 9222-GPN-45094 for this project which was updated in Procurement Opportunities, on the Supplement to the Official Journal's web-site on 14.9.2018 and on the EBRD's web-site on 7.9.2018..

The Government of the Republic of Moldova intends using the proceeds of a loan from the European Investment Bank (EIB) towards the cost of the Moldova Roads III where the construction supervision services are required..

The objective of the Construction Supervision services is to supervise the execution of the works and administer the contract through efficient and effective expertise, resulting in the issue of a Taking over certificate and a Performance Certificate for the following Works Contracts within the budget and time defined in the project procurement plan..

Republican Road M2 (Section M1-R3) is a 6.55 km section of road that is part of the Chisinau bypass linking the roads M1 and R3. The road is located approximately 10km to the west of Chisinau Centre and is located within Central Moldovan Hills (Uplands) with high watersheds and steep slopes..

The project sections consist of one uniform 4 lane section to be rehabilitated to Class lb and new construction of approximately 150 m of access road..

Rehabilitation includes reconstruction of road pavement, demolishing and construction of culverts, construction of drainage facilities, relocation of utility lines, installation of lightning facilities as required and also defined in the Drawings, Specifications and Bill of Quantities..

Cold recycling of the asphalt concrete pavement at a depth of 100-200 mm milling, mixing in of new aggregates and stabilization with cement is to be carried out. Road safety devices like New Jersey barrier and galvanized steel guardrails in the median, single metal guardrails at the road edges, and marking and signing have to be provided..

The overall time for completion of the works under the Contract is 730 days. The Defect Notification Period is 365 days..

The Employer invites expressions of interest from suitably qualified firms who are interested in providing such assistance to the Employer to facilitate the timely and effective implementation of the Project by advising the Employer on the administration of the EIB funded Contract with due diligence and by carrying out the duties of the Engineer assigned to him in the Contract which will be a re-measurement unit rate contract based on FIDIC Conditions of Contract for Construction, MDB Harmonized edition, 2010. The Consultant shall exercise the authority attributable to the Engineer, as specified in or necessarily implied from the Contract, to ensure timely, satisfactory completion of the Works in accordance with the Contract..

Assignment Start Date and Duration: The assignment is expected to start in June 2019 and last about 40 months, which includes 1 month for pre-Commencement activities, 24 months of works supervision, 12 months covering defects notification period and 3 months for the Performance Certificate issue and other closing activities..

In order to successfully implement the assignment, it is envisaged that the Consultant's team will consist of the following experts:.

— 1 (one) Team Leader/ Engineer's Representative, .

— 1 (one) Materials Engineer/ Quality Assurance Engineer, .

— 1 (one) Quantity Surveyor..

Also, the Consultant shall envisage the group of following non-key experts:.

In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted with the Expression of Interest shall include the following:.

— Name, qualifications and relevant experience of firm's director or manager who will assume overall responsibility for the firm's, association's or joint venture's team coordination, management and output, .

— Specific details of firm's/association's/join venture's procedures to ensure quality of its performance over the life of this assignment including management coordination and role of each firm..

2) Company Experience:.

Provide evidence of the successful completion of 10 projects (Taking-Over Certificate is considered completion) under FIDIC conditions of Contract during the past 5 years..

Specific Project Data to be provided should include the following details:.
