The Government of Montenegro has applied for loan and grant financing from the European Investment Bank (EIB) towards the cost of the Main Roads Rehabilitation Project. The project will be implemented by the Traffic Directorate of the Ministry of Transport and Maritime Affairs, hereafter the Contracting Authority. This notice follows the Prior Information Notice: 2018/S 068-150110 dated 7.4.2018..

The Contracting Authority intends to apply part of the proceeds of EIB finance for the consulting services "Supervising Engineer for Main Roads Rehabilitation Project". The scope of the consulting services ("the Services") includes the duties and authority of the FIDIC Engineer as specified in or necessarily implied from the FIDIC Red Book based Works Contracts for the following works..

— Rehabilitation of M-8 road from Pljevlja to Mihajlovica border, .

— Rehabilitation of M-21 road Barski Most — Dobrakovo border — Bijelo Polje, .

— Rehabilitation and upgrade of M-2 and M-2.4 road Kamenovo — Petrovac — Bar, .

— Rehabilitation of M-2 road Lepenac — Ribarevine — Poda — Berane, .

— Rehabilitation of M-2 road Berane — Tunnel Lokve — Rožaje..

The works, totaling about 125 km of single carriageway national highways, often in mountainous terrain, will be procured in five or more packages and will be implemented in phases over the period 2019-2022. The estimated aggregate value of the works is 90 million EUR..

Remuneration under the Services contract shall be time/input based.
