This Invitation for tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 8707-GPN-46147 issued on 30.5.2017..

State Subsidiary Unitary Enterprise (SSUE) Khojagii Manziliyu Kommunali of Khorog City, hereinafter referred to as "the Employer", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and Swiss State Secretariat for Economic Affairs (SECO) towards the cost of the Sub-project solid-waste management of Khorog city..

The Employer now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the loan and the grant:.

— Contract KhoSWSP-004: Rehabilitation of waste container platforms. The contract will include amongst other the following works: dismantling and cleaning of the territory including demolition of old structures, earthworks, concrete and reinforced concrete works, plastering and finishing works..

The implementation is expected to start in the second quarter 2018 and shall be completed within 270 days after signing of the contract..

Tendering for contracts to be financed with the proceeds of a loan from the Bank and of a grant is open to firms from any country..

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:.

— the tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) for any of the last 5 years of not less than 265 000 USD equivalent, .

— the tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 months, estimated as not less than 60 000 USD equivalent, taking into account the applicant's commitments for other contracts, .

— the tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least 2 projects of a nature and complexity comparable to the proposed contract within the last 5 years and for the amount not less than 100 000 USD equivalent, .

— copy(ies) of all the necessary licenses to perform the engineering and construction works in the Republic of Tajikistan or written evidence that the tenderer will be able to get it within 28 days after receipt the letter of acceptance..

Joint ventures, consortiums or associations (JVCA) shall meet the following minimum qualification requirements:.

— at least the lead partner shall meet at least 70 % of the minimum qualification criteria listed above, .

— each partner of JVCA shall meet at least 30 % of the minimum qualification criteria listed above, .

— all partners shall be jointly and severally liable, .

— lead partner (a representative) shall have the original of power of attorney as authority to conduct all business for and on behalf of any and all the partners of the joint venture/consortium during tender process and, in the event of the contract, during contract execution..
