This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 8707-GPN-46147 issued on 30.5.2017..

State Subsidiary Unitary Enterprise (SSUE) Khojagii Manziliyu Kommunali of Khorog City, hereinafter referred to as "the Purchaser", intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and Swiss State Secretariat for Economic Affairs (SECO) towards the cost of the Sub-project solid-waste management of Khorog city..

The Purchaser now invites sealed tenders from Suppliers for the following contracts to be funded from part of the proceeds of the loan and the grant:.

KhoSWSP 005 Procurement of Specialised machinery and vehicles for landfill operation:.

— Lot ? 1. Wheeled loader, .

— Lot ? 2. Bulldozer with capacity about 130 hp, .

— Lot ? 3. Sewage disposal/Vacuum machine..

The Lots will be implemented concurrently and should be completed within 4 months..

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders..

Tendering for contracts to be financed with the proceeds of a loan from the Bank and of a grant is open to firms from any country..

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria for each respective lot:.

— The Tenderer must demonstrate access to, or availability of, financial resources such as free funds on current account, lines of credit dedicated to this project execution, or other similarly highly liquid financial means, in the amount not less than 90 % of the tender price per each lot to which the Tenderer applies. The Tenderer must demonstrate that the funds required for this project are free of its other commitments or sufficient to cover the overall cash flow requirements for this Contract and its current commitments. Alternatively, if the payment arrangements with a manufacture provide for less financing necessary from the supplier, the respective agreement shall be provided as an evidence of the sufficiency of funding, .

— Tenderer must demonstrate that the offered type of Goods has been in the successful production and operation under similar conditions for at least last 3 (three) years, i.e. 2015-2017, .

— Tenderer must demonstrate that they have experience as Supplier of the suggested by them or similar Goods over the last 3 years, i.e. 2015-2017, under the contract/s that have been successfully and substantially completed. The similarity shall be based on the functions of machinery, complexity, methods/technology or other characteristics as described in Section VI, Supply Requirements..
