This invitation for expression of interest follows the General procurement notice (GPN) for this Project which was published on the EBRD's web-site (www.ebrd.com) in Procurement notices section on 25.8.2017 (8806-GPN-44129)..

Project description.

Kyrgyz Republic as the Borrower has received a loan from the European bank for reconstruction and development ("the Bank") and grants from the Swiss state secretariat for economic Affairs ("SECO") and Global environment facility special climate change ("GEF SCCF") administered by the Bank to improve the water and wastewater services in the City of Bishkek. The project is implemented by the production and operational management unit "Bishkekvodokanal" (Bishkek water company) ("the Client") with the support from Bishkek City Administration..

The objective of this Phase II of the Project is to continue the renovation of the water supply and wastewater infrastructure. The Project finances the following investment components:.

— Drilling of 35 new boreholes at Orto-Alysh.

—— Supply of 35 new pumps.

—— Supply of raising pipes, valves.

—— Transformer sub-stations and electrification of new wells.

— Construction of transmission main D-1000mm.

— Construction of sewage collector.

—— Design of 11 km of sewage collector.

—— Construction of 11 km of sewage collector.

— Laboratory equipment.

Assignment description.

The Client intends to engage a firm or a group of firms ("the Consultant") to prepare the detailed design, including but not limited to the review and collection of data, carrying out topographic and geotechnical surveys, preparing hydraulic modelling and design etc., for the construction of a new sewer collector in the City of Bishkek ("the Assignment")..

The objective of the consultancy services are:.

— to ensure the design meet the requirements of legislation and is compliant with safeguards, including the management of environmental mitigation plans;.

— to ensure the design is based on the industry best practice and suitable for open tendering (future contract shall be FIDIC Conditions of contract for construction for works designed by the employer, First Edition 1999 or MDB Harmonised version, tbc);.

— to ensure the timely completion of the design works;.

— to carry out design supervision during construction works to ensure that the high quality construction is achieved and that all works are carried out in full compliance with the design and specifications; and.

— to promote the transfer of knowledge either through joint ventures between expatriate and local firms or by the employment of local staff..

The Consultant shall ensure the timely preparation of the design documentation and, during the construction phase, the implementation of the civil works in full compliance with the design and specifications and exercise. While performing the assignment, reasonable care should be taken to minimize climatic impacts and to implement greenhouse gas reduction measures..

The Consultant shall perform the services in accordance with the laws and any other instruments having force of law in the Kyrgyz Republic as may be issued and in force from time to time..

The selected Consultant is expected to provide the following services:.

— Preparatory activities and engineering surveys:.

—— Collection and review the existing site data, including data on existing infrastructure;.

—— Topographical surveys and report;.

—— Geotechnical surveys and report;.

— Hydraulic design:.

—— Review of hydraulic data.

—— Hydraulic design and report;.

— Complete detailed design documentation.

—— General works design, including technical specifications, drawings and schedules;.

—— Bill of Quantities (for each section) and cost estimates;.

—— Environmental and Social Impact Report;.

Assignment start date and duration: The assignment is expected to start in August 2018 and has an estimated overall duration of 10 months..

Funding source: EBRD loan, SECO grant (non-TC).

Eligibility: There are no eligibility restrictions based on the consultant's country of origin. The proceeds of the EBRD loan and SECO grant will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations..

Consultant profile: Corporate services are required. The consultant will be a firm, or consortium of firms, and is expected to have appropriate experience in carrying out the preparatory activities for the design and preparing the detailed design for construction of sewage collectors and related infrastructure. The Consultant's expert team is expected to include Key Experts as follows:.

1) Project manager / Sewerage engineer-designer;.

2) Hydraulic engineer;.

3) Civil engineer;.

4) Quantity surveyor..

All key experts shall have at least 10 years of previous professional experience in assignments of similar scope related to the design and construction of water and wastewater infrastructure..

The evaluation criteria are as follows:.

(a) Firm(s)'s previous experience in similar assignments (preparation of detailed design for construction of sewage collectors) 20 %.

(b) Firm(s)'s previous experience in similar environment and conditions (built-in urban area) 15 %.

(c) Firm's previous project experience in countries with similar legislative requirements for design and construction (former Soviet Union countries, Eastern and Central Europe) 15 %;.

(d) CVs of Key Experts 50 % broken down as follows:.
