Municipal Enterprise "Bishkek Sanitary Landfill". The employer has received a loan from the European Bank for reconstruction and development (the Bank) and grant form EU towards the cost of Bishkek Solid Waste Project..

The employer now invites sealed tenders from suppliers/contractors for the following contracts to be funded from part of the proceeds of the loan:.

— the subject of the contract is works on design, construction of necessary infrastructure and supply of a technological line, all necessary equipment and transport vehicles necessary for Mechanical-Biological Waste Processing Plant (MBT) and its operation. The MBT is to be established within the territory of Bishkek City Sanitary Landfill for Solid Household Waste. Are of the site for construction of MBT is 2, 2 ha..

— capacity of throughput of MBT shall be 320 000 t of solid household waste per annum in 2 shift operation mode (2 shifts per 7 hours)..

Applicants shall meet following main qualification criteria:.

— annual turnover (defined as annual earnings, expressed in its equivalent of a defined currency) as a contractor over the last 5 (five) years of at least 9 000 000 EUR (Nine million EUR), .

— successful experience as a prime contractor in the execution of at least 2 (two) projects on procurement of works or supply and installation of plant and equipment of a magnitude of 3 700 000 EUR (three million seven hundred thousand EUR) within the last 5 years, .

— experience in designing, construction, supply and commissioning of at least 1 (one) mechanical-biological waste processing plant for solid household waste with the output of at least 30 000 tons per year including water supply (technical and domestic), power supply, ventilation, sewerage (domestic, industrial, storm water) automatic firefighting systems. For the above or other contracts executed during the last 5 years the tenderer shall have successful experience in.

—— experience in implementation of at least one project in compliance with the rules of the Yellow Book (FIDIC, 1999), .

—— construction experience in similar climatic conditions (between +30oC and -30oC)..

— the tenderer should demonstrate its sound financial position over the last five (5) years and long-term profitability, .

— shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit and other financial means sufficient to meet the construction cash flow for the contract for a period of 6 (six) months, estimated as not less than 3 200 000 EUR (three million two hundred thousand) equivalent, .

— the tenderer should demonstrate availability of licences (permissions) issued in its country of origin for the following activities:.

(a) building and assembly works;.

(b) structural steel erection..
