The Agency needs to procure a new learning management system and course calendar to replace the current learning portal and course calendar.

The agency needs to procure a new learning management system and course calendar to replace the current learning portal and course calendar.

The new LMS must:

— provide support to the course administration and manage registrations,

— collect names and other data from Min HR portal,

— provide support to create courses,

— be able to be used for e-learning,

— give course results and course overviews to users,

— transfer course material from the old learning portal.

The Norwegian Public Roads Administration currently consists of the Directorate of Public Roads and 5 regions. The agency is facing major organisational changes. From 1.1.2020, 1850 employees will be transferred to the counties in connection with Regionreformen [the Regional Reform]. From the same date, the Norwegian Public Roads Administration`s structure will change from being organised in regions, to a function based organisation with 6 divisions. The agency will be composed of the following divisions: Roads in Troms0, Transport and Society in Trondheim, Development in Bergen, Road users and vehicles in Arendal, Joint Function in Moss and IT in Drammen. The Directorate of Public Roads will also exist, but as a minor entity.

The Norwegian Public Roads Administration implements approx. 700 competence and course events annually. We also have a good number of e-learning courses and a number of webinars are implemented via Skype.

The main purpose of the procurement is to give the client access to LMS (Learning Management System) as a service, in order to produce and implement skills development, courses and e-learning, administrate courses, communicate with course participants and to realise various reports.

The client wants the offered LMS solution to be the supplier`s standard (Public Cloud, i.e. not a customer-specific solution).

The customer also wants an option to expand the LMS user-group to include the existing collaboration partners.
