Professional percolators rental market

The present market is a composite public market consisting of a part treated at a lump sum price and another party treated at unit price, in accordance with articles 78 and 80 of the decree n 2016-360 of 25.3.2016 relative to the public markets, par issue, as and when required, purchase orders executed in accordance with the conditions set out in article 80 of the aforementioned decree. Thus, the present contract is broken down as follows:

This contract is a public contract for supplies and services subject to the provisions of the general administrative clauses applicable to public supply and service contracts, approved by the judgment of 19.1.2009. The present market is a composite public contract consisting of a part treated at a global price and a flat rate and another part treated at unit price, in accordance with articles 78 and 80 of the decree n 2016-360 of 25.3.2016 relative to the public markets, by the issue, as and when ordered purchase orders executed under the conditions set in article 80-of the aforementioned decree. Thus, the present market is broken down as follows:

- part treated at global price and lump sum:

- rental of professional percolators,

- part treated at unit price:

- supply of capsules,

- supply of consumables,

- rental of additional professional percolators.

In accordance with articles 78 and 80 of decree n 2016-360 of 25.3.2016 relatif at public markets, the unit-price portion will be executed by issuing purchase orders in accordance with market requirements under the following conditions: without minimum or maximum amount, in quantity or value.

This consultation follows a previous consultation, in open tendering procedure, declared, in part, without further action. Indeed, the EPF had decided toa consultation allotie, by a public notice of call competition published in particular in the OJ on 27.4.2018 (notice of march 2018 / S 082-183463), for the rental of vending machines (lot n 1) and professional percolators (lot 2). However, it had been decided to declare, for reasons of general interest, that lot 2, concerning the rental of professional percolators, had not been declared.In fact, that declaration was based on the following grounds of general interest:

- legal and technical grounds relating to the requirement for the supply of chocolate and tea capsules from fair trade and, having regard to the between the offers made and the request expressed above, it was decided, pursuant to the provisions of Article 98 of the Decree-n 2016-360 of 25.3.2016, to declare batch no 2 by notice n 2018 / S 155-355339 published in the Official Journal of the European Union on 14.8.2018 in order to relaunch a consultation in which the disputed technical requirements would be eliminated, namely those concerning the range of capsules resulting from fair trade. This is the subject of this consultation. Withdrawal modalities-the business consultation file: art 5.1 of the consultation regulation (RC). In accordance with the provisions of articles 38 and following of the decree n 2016-360 of 25.3.2016 relative to the public markets, the file of consultation will be able to be withdrawn free of charge by the candidates by mailed to the following address: www.marches-epfif.com - In accordance with the provisions of Article 62 of Order No. 2015-899 of 23.7.2015 relating to public markets, subcontracting, in the context of this contract, is strictly prohibited for the following services:

- the rental of professional percolators except for the maintenance,

- the supply of capsules,

- the supply of consumables.

Judgment of tenders: Art 13 RC: the judgment will be made under the conditions provided for in article 62 of the decree n 2016-360 of 25.3.2016 relative to the public markets and according to the following criteria presented with their weighting:

- criterion n1: the technical memorandum estimated on 50 points this criterion is broken down into 4 sub-criteria as follows:

- sub-criterion 1: the technical characteristics of professional percolators. Weighting on 5 points,

- sub-criterion 2: the catalog of capsules. Weighting on 10 points,

- sub-criterion 3: the working organization. Weighting on 23 points,

- sub-criterion 4: maintenance. Weighting on 12 points,

- criterion n 2: the price estimated on 50 points this criterion is broken down into 3 sub-criteria as follows:

- sub-criterion 1: the price of the lease. Weighting on 10 points,

- sub-criterion 2: the price of the capsules. Weighting on 35 points,

- sub-criterion 3: the price of consumables. Weighting on 5 points.

Note: in case of equality between one or more offersTenders will be divided according to criterion 2. Attention: criterion 1 will be assessed according to the elements requested in the technical memorandum in accordance with Article 10.2 of the consultative regulation. Criterion 2 will be appreciated for financial documents (DPGF - DQE worth BPU - BPU). Variants are not allowed.
