"Development of methodologies in relation to Art. 4 of the Waste Management Act and for the order and the way of controlling the fulfillment of the conditions in the decision for a by-product of art. The scope of services includes the following main activities:

The scope of services includes the following main activities:

1. active1 "Preliminary analysis and evaluation", 2. activity 2 "Development of specimens under Article 4 of the WMA"; Activity 3 "Developing a concept for industrial symbiosis" 4. Activity 4 "Preparation of a final report and organization of a workshop for stakeholders to present the project results."

The assignor does not put any requirements regarding fitness for exercise to occupation

The participant should have achieved a minimum turnover in the scope of the contract calculated on the basis of the annual turnover for the last 3 completed financial years (2015, 2016 and 2017), depending on the date, where the participant is established or has commenced its activities, in accordance with the required minimum level below.

The Single European Document for Publicand orders should be submitted only in electronic form (ЕЕДЕП), signed by all persons, according to art. Art. 54, para. 2 and Art. 55 para. 3 of the Public Procurement Act

A participant who does not submit a technical proposal or fails to meet the announced terms of the contract will be removed from participation in the procedure for awarding the public procurement on the grounds of Art. 107, item 2, b. "A" of the PPL.

A participant who does not present a price propositioncompliance with the announced terms of the contract will be eliminated on the basis of Art. 107, item 2, b. "A" of the PPA.

Outside the envelope "Suggested price parameters" no price information should be given. A participant who in any way has included somewhere in his offer outside the Envelope "Offered Price Parameters" elements related to the price offered or parts of it will be-Proceedings of Section III.1.3) "Technical and professional capacity":

Additional conditions for applicable cases

1. In the case of unions which are not legal entities, compliance with the selection criteria shall be evidenced by and not by any of the persons included in it, except for the relevant registration, the presentation of a certificate oranother condition necessary for the fulfillment of the order, according to the requirements of a normative or administrative act and according to the distribution of the participation of the persons in the implementation of the activities provided for in the contract establishing the grouping. Where a participant is a non-resident, he shall provide an equivalent equivalent of the documents required to demonstrate the selection criteria under the lawthe authority of the State in which it is established. Participants may, for the specific contract, invoke the capacity of third parties, irrespective of the legal relationship between them, with respect to the criteria relating to technical capabilities and professional competence. When the participant refers to the capacity of third parties, he must be able to prove that he / she will have their resources, -by submitting documents for the obligations assumed by third parties. Third parties must meet the relevant selection criteria to demonstrate that the participant relies on their capacity and for whom there are no grounds for removal from the procedure. The Contracting Authority shall require the participant to replace the third party indicated by it if it does not meet any of the conditions under item 5.

7. Where a participant in the procedure is a grouping of natural and / or legal persons, it can demonstrate the fulfillment of the selection criteria with the capacity of third parties, subject to the conditions of point 3, items 4 and 5.

cases under item 3-7 shall be completed part II, letter B of the annexes to the public procurement document model - ЕЕДЕП (Annex № 3).

When the participant uses a subcontractorand, the latter must meet the relevant selection criteria according to the type and the share of the contract they will perform.

If applicable, part II, letter D, of the annexes to the public procurement document - enEEDOP (Annex 3) shall be filled in.

Prior to the conclusion of a public procurement contract, the participant designated as a contractor shall provide up-to-date documents certifyingthe lack of grounds for removal from the procedure and compliance with the selection criteria set. Documents shall also be submitted to subcontractors and third parties, if any
