The object of the same takes shape in the accomplishment of the tasks described in the first technical prescription of the sheet of technical prescriptions, being excluded, in any case, the functions attributed to the functionsActors with national qualification detailed in Royal Decree 128/2018, of March 16.

Therefore, the contractor will not have, in any case, the character of municipal organ, or organic dependency of the City Council, nor included in the administrative structure of the same.

To determine the term of payment will be the provisions of Article 198, paragraph 4 of the LCSP.

Invoices will be issuedn monthly periodicity, provided that the service has been provided during said month, in which the services provided will be included, in accordance, in said period, to the predos resulting from the bidding.

2) The delay in payment for longer than that established in the aforementioned article, will accrue in favor of the contractor interest for late payment and compensation for collection costs inthe terms provided for in Law 3/2004, of December 29, which establishes measures to combat late payment in commercial transactions;

3) For the start of the calculation of the term for the accrual of interest, the contractor must fulfill the obligation to present the invoice before the corresponding administrative record, within 30 days from the date of delivery of theservice. In any case, if the contractor fails to comply with the 30-day deadline to submit the invoice to the administrative registry, the accrual of interest will not begin until 30 days have elapsed since the date of presentation of the invoice in the corresponding registry, without the Administration has approved the agreement if applicable, and made the corresponding payment;

4) The Administrationhe must approve the documents proving compliance with the provisions of the contract for the services rendered within the following 30 days;

5) Only the services duly rendered are credited to the contractor. The certifications issued and the amounts paid to the contractor will have the character of credits to account.
