Open procedure pursuant to art. 60 of Legislative Decree no. 50/2016 for the assignment, through the signing of a framework agreement, of the document management service

The framework agreement (with only economic operator) envisages entrusting the document management services of the correspondence and the passive cycle for dematerializationaction of documents. The contract has a duration of: twelve months for EUR 3 782 726.40 inclusive of start-ups, technological adaptation, operation, evolutionary maintenance and various processes, including security charges of EUR 100.00. The option of renewal for a further twelve months for EUR 3 405 776.40 for operation, evolutionary maintenance and various works. The amounts represent a ceilingmaximum non-binding expenditure for RAI, up to which the various types of services covered by the contract may be commissioned. The auction bases are indicated in the tender regulations. All the quantities indicated in the tender documentation are merely indicative. The competitor not established in Italy but in other Stmember or in one of the countries referred to in 83, paragraph 3, of the Code, presents sworn declaration or according to the procedures in force in the State in which it is established. The entire procedure is carried out in electronic mode ai-pursuant to Legislative Decree 50/2016 on the RAI purchasing portal https://www.portaleacquisti.rai.it (hereafter). On the Portal, in the area dedicated to this procedure, the official tender documentation is available. Information and clarifications can be requested no later than 23.7.2018 at 12.00, using the Messages area of the RFQ. The answers to the clarifications will be published on the Portal.-In accordance with the conditions set forth in the tender documentation, all the economic operators referred to in art. 45 of Legislative Decree no. 50/2016 for which there are no:

i) the grounds for exclusion pursuant to art. 80 of Legislative Decree no. 50/2016;

ii) the conditions set forth in art. 53, paragraph 16 ter, of Legislative Decree no. 165/2001;

iii) further prohibitions a-contract with the PA, all as specified in the tender documents.

The use of subcontracting is allowed under the conditions and within the limits set by art. 105 of Legislative Decree 50/2016.

The procedure can not be divided into lots according to:

- from the functional point of view, the technological infrastructure and the backbone of the services and is an integral part of it; the absence of a technol infrastructurethe appropriate item or a delay in the implementation of the same would make it impossible to correctly start the activities being tendered; the risk of a logical / functional between the computer system and the active component,

- from a logistical-economic point of view the division into batches would void the optimization of the entire operational and logistic process avoiding unnecessary aggravationi (eg management of the information platform, management of warehouses and storage).

Please refer to the Disciplinary of tender and documents attached or referred to therein for everything concerning this procedure. 106, paragraph 11, of Legislative Decree No. 50/2016, RAI reserves the right to extend the duration of the contract / framework agreement for the time strictly necessary to complete the proceduresnecessary for the identification of a new contractor.
