Tire transformation facilities

These materials and equipments are-(rehabilitation, energy level improvement, LEA JT works) and maintenance (elimination of calamities, works on PTA, LEA JT works) in the electrical installations belonging to Delgaz Grid S.A. from the period 2018 2022.

The DUAE will be filled in by the economic operators participating in the award procedure, with the information related to their situation, -according to Notification no. 240/2016 on the DUAE User Guide so as to demonstrate that the requirements below are met. The supporting documents demonstrating the fulfillment of the assumed completion by the DUAE are requested by all selected candidates before submitting the invitations for the second stage of the award procedure.sub-contractors and / or third party supporters who supplement the information related to their situation at a distinct DUAE level.

1) Bidders, associations, third-party supporters and subcontractors should not find themselves in the situations referred to in art. 177, 178, 180 of Law no. 99/2016 on sector acquisitions.

Documentary evidence:

1) non-disclosure certificates(2) the criminal record of the economic operator and of the members of the administrative, management or administrative body of the State, in respect of the payment of taxes, duties or contributions to the general consolidated budget (local budget, state budget, etc.); oversight of the respective economic operator or those having the power of representation, decision or control in the cad(3) as the case may be, documents demonstrating that the economic operator may benefit from the derogations provided for in art. 179 par. (2), art. 180 par. The requirement also applies to affiliates, subcontractors and / or third parties who supplement the information related to their situation at the level of a distinct DUAE. completed and assumed will be submitted only at-the request of the contracting entity, according to art. 205 of Law 99 / 2016.

1) Form of registration:

Candidates / tenderers must prove a registration form under the law of the country of residence, from which it appears that the economic operator is legally constituted, that it is not in any way of the situations of cancellation of the establishment, as well as the fact that it has the professional capacity of the countryto cover the activities that are the subject of the contract.

1) Turnover - Annual turnover of annual turnover of the last 3 years (2015, 2016, 2017). I'm askingto achieve a minimum turnover value. The average turnover for the last 3 years (2015, 2016, 2017) must be at least: 14 830 000 RON. For the calculation of equivalence, the annual average RON / EUR exchange rate communicated by the National Bank of Romania will be applied for each year.

According to the legal provisions in force, any economic operator has the right to request clarifications withto the content of the awarding documentation and implicitly to the contractual clauses that are part of the awarding documentation (Article 172 of Law 99/2016)

Clarification or information requestsLicensing documents will be submitted at least 18 days before the deadline for submitting applications, and the contracting entity's response to these requests will be submitted on the 11th day before the deadline for submitting applications, in accordance with with art. 173 of Law 99 / 2016.

Clarification requests transmitted by operators economics before 16.00 will be registered at the contracting entity's registry on the same day (the day of transmission), clarification requests sent after 16.00 will be registered with the contracting entity's registry on the next business day.

The contracting entity will respond to the clarification requests according to art. 173 of Law 99/2016, publishing the answers to the section-"If an economic operator considers certain clauses to be unfavorable, it will request the clarifying contracting parties, including their modification, so that if these clauses are amended or modified, they will be brought to the attention of all interested economic operators prior to the submission of the offerswhere two or more bids are ranked first, with equal scores, the tie will be made taking into account the score obtained by the rating factors in descending order of their weight. If the equality is maintained, the contracting entity has the right to request new financial proposals and the winning bid will be the one with the financial proposal

The implementation of the framework agreement / contract will be done in accordance with the awarding documentation published on the SICAP, the contract clauses and its annexes, as well as with the observance of the legislation in force.

Each firm request from the contracting entity will materialize by concluding of a subsequent contract.
