Managing the National Check File (FNCI) file and promoting the service to users

Under Articles L.131-86 and R.131-5 of the Monetary and Financial Code, the Banque de France ensures the information of anyone whowants to check the regularity of the issuance of a check when it returns a payment for a good or a service. Pursuant to Article 4 of the Decree of 24.7.1992, the Banque de France entrusts, under its control, the management of the consultation file of the FNCI and the promotion of the corresponding service.

Main Site: The services take place in the premises of the Holder.

The service includesthe following missions:

- the management of the base of consultation of the National Register of irregular checks (FNCI),

- the restitution, to the beneficiary subscribes to the service, of information relative to the regularity of the issue of check consultte,

- the promotion of the service Verifiance - FNCI.

If, for a justified reason, the economic operator is not able to produce the information and documents requested by the buyer, he is authorized to prove his economic and financial capacity by any other means considered appropriate by the purchasetor. If the candidate relies on the abilities of other economic operators, it justifies the capabilities of this or these economic operators and provides evidence that it will have for the execution of the public contract. This proof may be furnished by any appropriate means. The candidate shall provide in support of his application, in addition to the documents required by III.1.1 to III.1.3 of this notice:on the honor of the duly signed date and justifying that it does not enter any of the cases mentioned in Article 45 of order n 2015-899 of 23.7.2015 and in particular that it is in rule with regard to articles L.5212-1 to L.5212-11 of the Labor Code concerning disabled workers;

2) the documents relating to the powers of the persons empowered to recruit the candidates, and the representative incase of a grouping of companies;

3) a copy of the judgment (s) pronounced, if it is in receivership or safeguard.
