The subject of the order is modernization of the PSG data processing system in terms of elements : Sopo, Midas, Infogeoskarb with technical support and warranty service.This order is modernization of the PSG data processing system in terms of elements: Sopo, Midas, Infogeoskarb together with technical support and warranty service.

The detailed scope of the order is specified in Annex 1 to the ToR "Description of the subject of the order" Annex 2 to the ToR " Significant provisions of the contract. ". Contractors, who do note are subject to exclusion from the proceedings under Art. 24 sec. 1 of the Public Procurement Law, and who are not subject to exclusion from the proceedings under Art. 24 sec. 5 point 1) of the Public Procurement Law - the Employer may exclude Contractors in relation to which the liquidation has been opened, in the system approved by the court in the restructuring proceedings, the creditors are expected to satisfy their creditors by liquidation of their assetsor the court ordered the liquidation of their property pursuant to art. 332 par. 1 of the Act of 15.5.2015. Restructuring law or whose bankruptcy was announced, except for contractors who, after the bankruptcy, concluded an arrangement approved by a final court decision, if the arrangement does not provide for the satisfaction of creditors by liquidation of the assets of the bankrupt, unless the court ordered its liquidationin the mode of art. 366 para. 1 of the Act of 28.2.2003 Bankruptcy Law. In order to confirm the fulfillment of the conditions for participation in the proceedings and demonstrating the lack of grounds for exclusion, the Employer requires the enclosure of the Statement in the form of a Single European Order Document - details regarding the declaration of the EED are set out in point. 10 of the SIWZ.

The ordering party will call Wykthe bidder whose offer has been assessed as the most advantageous, to submit within the prescribed, not shorter than 10 days, the current time as at the day of submission of the following statements and documents confirming the circumstances referred to in art. 25 para. 1 Public Procurement Law - List of services performed, and in the case of periodic or continuous services also performed, in the last 3 years before the end ofthe deadline for submission of bids, and if the period of business is shorter in this period, giving their subject, dates of performance and entities for which services have been performed, and attaching evidence that they have been made or are being duly performed. - Evidence of which speech are: references or other documents issued by the entity for which the services were performed, with regard to the continuation of periodical or continuous services, the certificate should be issued no earlier than 3 months before the deadline for submission of tenders; Contractor's statement if for justified reasons of objective nature the Contractor is not able to obtain references or other documents referred to above.

The Contractor is obliged to provide the Employer with a declaration of affiliation or non-affiliation to the same capital group as other Contractors who submitted bids in the proceedings.
