Supply and distribution (supply) of dairy products for pupils in primary education and gstate and private hymns as well as pre-school children from state and private kindergartens with a normal 4-hour program from Buzau County for the school years 2017 2018, 2018 2019, 2019 2020, in accordance with the provisions of O.G. no. 13/2017 and H.G. no. 640/2017, as well as the Common Order of A.N.A.P. and the Ministry of Agriculture and Rural Development no. 19 / 2018.

Bread supply for pupils in primary and secondary education, state and private, as well as for preschool children from the state and private kindergartens with a normal 4 hours program, from the territory of Buzau County, for the school years 2017 2018, 2018 2019, 2019 2020, in accordance with the provisions of the OG no. 13/2017 and H.G. no. 640/2017, precum and of the Joint Order of A.N.A.P. and the Ministry of Agriculture and Rural Development no. 19 / 2018.

Supply of bakery products - horns, in the terms of the specification and annex to the specification, as follows: Minimum and maximum estimated quantities for the framework agreement are as follows:

- lot 1: minimum 4 716 075, 00 - a maximum of 6, 195, 000.00, in total value excluding VAT of 3 221 400.00 RON. The minimum and maximum estimated amounts for the contracts following the framework agreement are: batch 1: minimum 718 640, 00 - maximum 944 000, 00, in total, without T.V.A. 490 880, 00 RON.

Mode of accomplishment: all the economic operators participating in the award procedure (tenderers / associate / subcontractors / third-party supporters) will be filled in with the information characterizing their capacity. The supporting documents shall be submitted under the conditions of art. 196 par. (2) of the Law no. 98/2016 bidders placed on the first three places after applying the award citation, respectively after the application of the electronic auction stage. The supporting documents will be updated when they are presented. These documents may be: (a) Establishment certificates for the absence of duties on taxes, duties or contributions to the general consolidated budget (budget-local, state budget, etc.) at the moment of presentation, (b) The judicial record of the respective economic operator or those having the power of representation, decision or control within it, as it results from the certifying certificate issued by ONRC / instrument of incorporation, (c) Where appropriate, documents demonstrating that the economic operator may benefit from the derogations provided for inrt. 166 par. (2), art. 167 par. (2), art. 171 of Law no. 98/2016, as subsequently amended and supplemented,

(d) Other editing documents, as appropriate.

The following documents will be deposited with the DUAE depositary: firm commitment of the supporting third party, resulting in the actual manner in which it will materialize its support, the subcontracting agreement and / or the association agreement, after caz. Since the contracting authority will sign the framework agreement only with the economic operators located on the 1st, 2nd and 3rd place, as the case may be, the way of bidding with equal prices will be as follows:

1) If the commission finds thatSICAP has submitted / introduced more than 2 admissible tenders with equal prices to the first rank bidders, the contracting authority will request the submission of new improved financial proposals (with 2 decimal places) and the economic operators will send their reply in closed envelope, in which case the framework agreement will be awarded to the first three bidders with the lowest price;in which the commission finds that more than 2 admissible tenders have been submitted with equal prices by the second rank bidders, the way of their distribution will be made by requesting the enclosed enveloped new improved financial proposals (by 2 decimal places) and the economic operators will send their answer, so that the bidder ranked I is not affected, respectively-the new financial proposal is not equal to or less than the ranked first place. If the new financial proposal improved as a result of the request of the contracting authority will influence the rankings of the top positions, this will not be taken into account, keeping the offer initially filed with SEAP in the proceedings; 3) If the committee finds that more than oneof 2 admissible tenders with equal prices by the third-ranked bidders, the way of their distribution will be made by requesting the filing in a closed envelope of a new improved financial proposal (with 2 decimal places) and the economic operators will submit their reply, so that the bidders placed on the 1st and the 2nd place are not affected, ie the new financial proposal willu is equal to or less than the ranked I and II respectively. If the new improved financial proposal submitted as a result of the request of the contracting authority will influence the rankings of Sections I and II, this will not be taken into account, keeping the initial bid submitted in the SEAP in the procedure.
