CPV Description: Granting a long-term loan in the amount of PLN 4 090 000.00 to finance the planned budget deficit in 2018 and repay the liabilities of the Tolkmicko Commune - credit granting services. The subject of the order is to grant a loan in the amount of PLN 4 090 000.00 to cover the planned budget deficit in PLN 4, 068, 304.64 and repayment of previously incurred liabilitiesbonds in the amount of 21 695, 36 PLN. Credit repayment date: 2019-2030. A full description of the subject of the order is set out in - III of the Specification of Essential Terms of Orders, hereinafter referred to as "SIWZ", -XIII SIWZ and Annex No. 7 to the ToR.

The condition of participation in the proceedings is the submission of the bid bond by 28.8.2018 at noon. 10:30 in the amount of PLN 2, 000. The bid bond can be contributed in the following formie: 1) money - transfer to the account of the ordering party: Tolkmicko Commune Bank in Malbork Tolkmicko branch 64 8303 1029 0050 0500 2567 0003, recognizing by the contracting party that the deposit in cash was paid within the time limit for the receipt of funds on the account of the ordering party. The payment of a deposit in cash will be effective if it is placed on the Employer's bank account before its expirythe time (hour) foreseen for payment of bid bond.

3. Depending on the selected form of the bid bond (paragraph 2, points 2-5), a photocopy of the document confirming the deposit payment is recommended to be attached to the offer, and the original should be submitted to the office of the Ordering Party at the cashier's office room no. 102 (from 7: 00-15: 00, on Wednesdays 8: 00-16: 00). If it is not possible to deliver the original to the cashier's order, origthe document should be placed in the envelope with the offer. Specific requirements regarding the tender bond are set out in -IX of the ToR.

In the scope of the condition of having the right to perform a specific professional activity, the Contractor must demonstrate that: he has a permit to start banking activity, referred to in Art. 36 of the Banking Law (Dz.U.2017.1876 t.j.), and in the case of state-owned banks, pisemne statement that the bank is operating under the relevant regulation. The assessment of fulfillment of the condition will take place on the basis of a preliminary statement in accordance with Attachment 2 to the ToR, referred to in -VII, subpara. 1 point 1) SIWZ, which is a preliminary confirmation that the contractor meets the conditions for participation in the proceedings. Then on the basis of the document referred to in -VII, para. 8 point 1) lit.-a) SIWZ, submitted at the request of the Employer, by the contractor whose offer was rated the highest.
