Entrustment of the monitoring service on the VTS management contracts in accordance with the circular AgID N. 4 / 2016.

Main Site: Headquarters of this General Command, located in Rome, in Viale dell'Arte 16 or c / or the location of the current VTS provider locatedin Rome, at Via Tiburtina Km. 12.400 - 00156 Rome.

Assignment of the monitoring service on the VTS management contracts pursuant to Circular AgID No. 4/2016 - tender no. 7151583 - CIG: 75694668F1.

The economic operator must possess pursuant to Legislative Decree no. 50/2016, article 83, paragraph 3 and s.m.i.:

a) registration in the register of the Chamber of Commerce, Industry, Craft and Agriculture oin the register of the provincial commissions for the handicraft or from the competent professional orders, for activities coherent with those object of the present bidding procedure;

b) to the economic operator of another Member State not resident in Italy and request proof of enrollment, according to the modalities in force in the State of residence, in one of the professional or commercial registers of whichto Annex XVI of Legislative Decree no. 50/2016, by sworn declaration or according to the procedures in force in the Member State in which it is established or by attestation, under its own responsibility, that the certificate produced has been issued by one of the professional or commercial registers established in the country in which it is resident;

c) in so far as they are covered by Annexes 1, 2, -4 and 5 and of the general notes to Appendix 1 of the European Union of the JPA and of the international agreements to which the European Union is bound, this contracting authority will apply to the supplies and economic operators of third countries, signatories to such agreements, treatment no less favorable than that granted pursuant to Legislative Decree no. 50/2016, article 49.

Participating economic operators-must possess (and demonstrate) the following economic and financial capacity, pursuant to Legislative Decree no. 50/2016, Article 83, paragraph 4 and Annex XVII, part I, letters a), b) and c): a) total turnover in the last 3 financial years available (for a correct definition of the last 3 available financial years see ANAC determination No. 5 of 21.5.2009) for a value equal to or more than 1 212 666.6EUR 7 Global turnover is required as it is believed that this information demonstrates, with greater precision, the economic strength, reliability and professional seriousness (business rating) of the competing economic operator. * The proof of the requirement is provided, pursuant to art. 86, paragraph 4 and all. XVII part I, of Legislative Decree n. 50/2016 and s.m.i., by a special declaration and:

-for joint-stock companies through the financial statements approved on the date of expiry of the deadline for the presentation of offers accompanied by the explanatory notes,

- for economic operators set up as individual businesses or partnerships by means of the single model or declaration VAT.

Where the information on the turnovers is not available, for the economic operators that astarting the activity for less than 3 years, the turnover requirements must be related to the period of activity. Pursuant to art. 86, paragraph 4, of Legislative Decree no. 50/2016 and s.m.i., the economic operator, which for justified reasons is not able to present the requested turnovers, can prove its economic and financial capacity by means of any other document considered suitable bythis contracting authority;

b) specific turnover in the sector of activity covered by this contract, in the last 3 financial years available (for a correct definition of the last 3 available financial years see ANAC determination No. 5 of 21.5.2009) for a value equal to or greater at EUR 966 000.00. A specific minimum turnover is requested for similar supplies, as it is believed thatthis information demonstrates, with greater precision, the specialization, in the sector, of the competing economic operator: fundamental information for this contracting station in order to ensure an adequate service. The proof of the requirement is provided, pursuant to art. 86, paragraph 4 and all. XVII part I, of Legislative Decree n. 50/2016 and s.m.i., by means of a special declaration and the annexation of-compliant copy of invoices during participation in the present tender that analytically report the supplies carried out. If the information on the turnovers is not available, for the companies that have started the activity for less than 3 years, the turnover requirements must be related to the period of activity. Pursuant to art. 86, paragraph 4, of Legislative Decree no. 50/2016 and s.m.i., the operator-economic, which for justified reasons is not able to present the required references, can prove its economic and financial capacity by any other document considered suitable by this contracting station; c) presentation of financial statements or extracts from the last three financial statements available exercises or the single model or VAT declaration;

d) suitable declarations (refbanking institutions) issued by at least 2 banking institutions, in the original, payable to this contracting authority, certifying the economic and financial capacity and soundness of the competitor or, alternatively, a bank reference together with a proven insurance coverage against professional risks for a ceiling not lower than EUR 966 000.00.
