The estimated value of the works contract is of 32 036 505.5 RON excluding VAT divided as follows:

- cap. 1: expenses for obtaining and arranging the land: 974 150 RON,

- cap. 2: expenses for insurance of utilities: 1 610 700 RON,

- cap. 3: expenses for design and technical assistance:

3.5.4) the necessary technical documentation in order to obtain the opinions / agreements / havetorizati: 25 000 RON;

3.5.6) technical project and execution details: 650 600 RON;

3.8.1) technical assistance from the designer: 100 000 RON,

- cap. 4: expenses for the basic investment:

5.1) organization of the site: 593 858 RON.

The economic operators (bidders / associate bidders / third party supporters / subcontractors) must not be found in the situations provided in art. 164, 165, 167 of Law noNo. 98/2016. The economic operators participating in the award procedure will complete the DUAE with the information related to their situation. The supporting documents proving the fulfillment of those assumed by completing the DUAE will be presented, at the request of the contracting authority, only by the tenderer ranked on the first place in the intermediate ranking prepared at the end of the evaluation of the offers.The supporting documents proving the fulfillment of those assumed by completing the DUAE are:

1) certifying certainty regarding the lack of outstanding debts, regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) at the time of presentation;

2) the criminal record of the economic operator and the members of the administration body, dis the management or supervision of the respective economic operator or of those who have power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / the constitutive document;

3) documents proving that the economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of the Lawit 98/2016 regarding public procurement;

4) other edifying documents, if any.

At the same time, the economic operator (the single bidder / the associated bidder / the subcontractor / the third party supporter) will submit with the DUAE "Declaration regarding the non-classification in the potential situations. generating conflicts of interests, as defined in art. 60 of Law 98/2016 ". Annual general turnover. 1) The average annual turnover for the last 3 financial years ended (2016, 2017, 2018) must be a minimum of 32 000 000 RON without VAT.

The interaction with the bidders, respectively the process of evaluating the bids will be carried out according to the following rules: in order to view the award documentation uploaded in SEAP, the economic operators must have a program necessary for the visualization. electronically signed files (websites of electronic signature providers).

Common rulesclearing and transmission of data: requests for clarifications regarding this award documentation will be addressed exclusively in SEAP to the "Questions" section of the award procedure carried out by electronic means, and the answers to these will be published in the SEAP section " Documentation, clarifications and decisions "within the simplified participation announcement.

Pwithin the transmission of the requests for clarifications regarding the attribution documentation, the economic operators will register in SEAP (www.elicitatie.ro) as economic operators according to the provisions of art. 5 paragraph (1) of H.G. no. 395/2016 and will submit the requests taking into account the response time of the contracting authority provided in art. 160-161 of Law no. 98 / 2016.
