When assessing the suitability, a reference is recognized as comparable if it fulfills at least the following conditions:

- Contract sum of the reference object in the amount of at least 0.15 million CHF,

The reference provided by a company, or by an ARGE member of a previous ARGE, is only valid if the sameiche (company or individual ARGE member) who has actually carried out the work required in the call for tenders (EK1).

Regarding EK3: Economic / financial performance of the company:

- Confirmation / proof that the annual turnover of the provider for the years 2017 and 2018 more than double the Annual sales of the order amount.

After submitting an offer, proof of suitability / confirmations to be submitted at the request of the client:

Handexcerpt from the register and debt enforcement register, extract from the AHV / IV / EO / ALV compensation office, confirmation from the UVG insurer, tax administration, insurance certificates; all not older than 3 months.

For EK4: Evidence of availability:

Confirmation of the availability of the key persons:

Minimum availability of the construction manager (site manager), 50% for the execution months according to the schedule.

In the case of vOn shift work, the offerer has to propose a representative for the function of the construction manager (construction site manager) for each shift.

For EK5: Subcontractor:

Confirmation / proof that the services of subcontractors amount to a maximum of 50%.

Principles of procedure: the client places public orders for services in Switzerland only with providersr, which ensure compliance with occupational safety regulations and working conditions for employees and equal pay for men and women.

Other information:

1) Detailed project description: The construction measures include security structures in an approx. 650 m long section of H13 Italienische Strasse im Area between Baerenburg and the Rofflaschlucht. To protect the road from natural hazards (stone, block and rock fall), anchor work on existing rock walls, underpinning with anchor protection, the installation of net covers of rock areas as well as rockfall nets anchored in rocks are provided. The construction work will be carried out during the day with ongoing traffic, with the lane close to the mountain and the corresponding traffic lightstraffic regulation. Main services / quantities:

- total rock anchor length approx. 320 m,

- concrete approx. 25 m-,

- formwork approx. 30 m2,

- reinforcement approx. 2.5 t,

- network covers approx. 70 m2,

- Stone chip protection nets approx. 100 m2.

2) Award criteria: The information regarding the award criteria must be submitted together with the (specified) offer documents:

- ZK1: Price; Gewichtung 50%.

- ZK2: construction program (deviation of construction time from the client`s schedule; weighting 15%, divided into:

- ZK2.1: duration of construction program 2020 7.5%,

- ZK2.2: duration of construction program 2021 7.5%.

- ZK3: Quality, plausibility of the construction program and the construction process; weighting 15%, divided into:

- ZK3.1: Plausibility of the construction program 10%,

- ZK3.2: Quality and plausibility of the construction process 5%.

- ZK4: content / quality of the submitted documents; Weighting 20%, divided into:

- ZK4.1: technical report, QM concept and risk analysis 10%,

- ZK4.2: construction site equipment and logistics concept 5%,

- ZK4.3: reference project and curriculum vitae construction manager (construction site manager) 5 %.

Price evaluation: The lowest adjusted offer receives the maximum grade (5). Offers whose price is 30% or morer the lowest offer, get a grade of 0. In between, the valuation is linear (rounded to 2 decimal places). Any discounts offered are not taken into account when evaluating the price. Assessment ZK2.1 and ZK2.2 (construction program) is carried out individually using the following evaluation method:

- Note 0 = construction program entrepreneur 11 or more working days longer than the client`s specification,

- Note 1 = Entrepreneur`s construction program 6 to 10 working days longer than the client`s specification,

- Note 2 = Entrepreneur`s construction program 1 to 5 working days longer than the client`s specification,

- Note 3 = Entrepreneur`s construction program according to client`s specification up to 5 working days shorter (according to specification ),

- Note 4 = construction program for entrepreneurs 6 to 10 working days shorter than the client`s specification,

- Note 5 = construction program for entrepreneurs 11 or mHonest working days shorter than the client`s specification.

Rating of the other award criteria The evaluation is always made with grades from 0 to 5:

- 0 = cannot be assessed // no information;

- 1 = very poor performance // insufficient, incomplete information;

- 2 = poor performance // information without sufficient project relevance;

- 3 = normal, average performance // average quality, den Requirements of the advertisement;

- 4 = good performance // good quality;

- 5 = very good performance // high quality, very good contribution to goal achievement.

If a main criterion consists of sub-criteria, these are graded. The number of points of the main criterion results from the sum of the marks of the sub-criteria multiplied by their weighting.

Point calculation:Sum of all grades multiplied by their weighting (maximum number of points: grade 5 x 100 = 500 points).

1) No inspection is planned;

2) The project is ready for procurement and the availability of the credits;

3) The preparation of the offers will not be rewarded. The offer documents will not be returned;

4) Based on Art. 13 para. 1 lit. h VoeB (for building servicesngen) and Art. XV, lit. D, GPA, the client reserves the right to place new, similar orders that relate to the present basic order using the free process;

5) The client reserves the right to the dates specified in the tender documents (in particular the award and the start of work). The provider has in such a wayIn any case, no claim to compensation;

6) The contract for work is concluded and signed in the canton of Graubuenden. Therefore, it is not subject to the stamp tax of the Canton of Ticino;

7) All amounts are exclusive of VAT. to understand;

8) The publication on Simap is authoritative. In the event of ambiguities or contradictions, the German version takes precedence.

Legal remedies: against this PuIn accordance with Art. 30 BoeB, the blication can be lodged in writing with the Federal Administrative Court, PO Box, 9023 St. Gallen, within 20 days of the opening. The complaint must be submitted in duplicate and must include the request, the reasoning with the evidence and the signature of the applicant or his representative.
