This public procurement is related to engineering - design, construction and assembly works and supervision of a laboratory complex located on the campus ofSofia University "St. The scope, scope and requirements for the implementation of the OP are detailed and regulated in the technical specifications of Part II "Technical specifications and conditions for the execution of the contract" in the documentation for participation of the contracting authority. The execution of the contract includes the following main types of activities:

Main Site: Repair shop locatedin Regulated Land VII, sq. 170, Lozenets area III, Sofia. Administrative address: Sofia, Lozenets district, zh.k. Lozenets, 30, Zlatovrah Str.

The object of this public procurement is "Construction" within the meaning of Article 3, paragraph 1, item 1 of the Public Procurement Act. and installation works and copyright supervision of the Laboratory Complexwith the purpose of reconstruction and change of purpose of an existing building. The current function of the building is a Repair Shop. It is necessary to carry out a new Architectural design for the change of purpose and a new functional scheme, on the basis of which the design and implementation of new Electro, plumbing and HVAC installations, rehabilitation, deployment of new equipment will be carried out.

Public procurementis awarded for the purpose of improving working conditions, with the main activities of the project envisaging the creation of state-of-the-art scientific infrastructure as a complex of scientific equipment located in a reconstructed and modernized building stock, in this case "Laboratory complex", for the acquisition and accumulation of state-of-the-art technological equipment. expertise, increasing the level of research and successful commercializationMechatronics and Clean Technologies Priority Area for the Bulgarian Economy.

Types of activities: design, construction and execution of copyright supervision.

Activity 1 Capture the existing situation and prepare an investment project to change the purpose of Repair workshop in the Laboratory Complex The project should be implemented in the technical phaseki project, for the construction activities envisaged in the terms of reference, including the necessary working details for the needs of the site, in accordance with the volume and scope, regulated in the Spatial Planning Act and in accordance with the regulatory requirements of Ordinance No. 4/2001 on the scope and content of investment projects, as well as the specific requirements set out in the documentation. Coordination of the project documentation in all necessary approval authorities for obtaining a Building Permit.

Activity 2 - Carrying out of construction works in the Laboratory complex in order to adapt the existing building to new functions renovation of Electro, plumbing, HVAC installations, repair, performance of energy efficiency activities and deployment of new equipment. Substitution of the materials with antibacterial and chemical ones is envisagedand sustainable flooring, renovation of furniture, etc.

Activity 3 Exercise author`s supervision during the construction of the site.

4. Submission by the CONTRACTOR of the relevant documentation accompanying the enclosed materials and elements (technical certificates and specifications) for approval by the Contracting Authority through its representatives.

5. Preparation and presentation byto the contractor of the detailed safety and health plan.

6. The protection and cleaning of the surrounding area around and in the site, as well as the removal of construction and other waste resulting from the repairs being carried out.

The materials provided for construction in the construction works must have assessed compliance with the substantive amendments set out in the Technical Requirements toThe participant must have a registration in the Central Professional Register of Builders (CPRC) at the Bulgarian Construction Chamber for the execution of the fifth category of construction, according to Art. 137, para. 1, Vol. 5, b. "D" ZUT - reconstructions, reconstructions, major repairs and change of purpose of the construction of this category, and for non-residents in similar registers according tofundamentally the legislation of the Member State where they are established or equivalent. When submitting the offer, the participants declare their compliance with the selection criterion by completing section A: "Eligibility" in Part IV: "Selection criteria" of the Single European Procurement Document (OEDOP), indicating the necessary complete information for suitability (legal capacity) ) to practice professionaland activity.

The stated requirement is proved by documents under Art. Art. 67, para. 5 of the PPA, the Contracting Authority may require the participants at any time after the opening of the tenders to submit all or part of the documents proving the information specified in the EDES, when this is necessary for the lawful conduct of the procedure. In these cases, the requirement is proved by presenting coDrinks from the document for registration in CPRS to the Bulgarian Construction Chamber, for execution, fifth category of construction, according to Art. 137, para. 1, Vol. 5, b. For foreign persons, a similar document proving such registration in a similar register, in accordance withMember State in which they are established or equivalent.

Before concluding a procurement contract, the Contracting Authority will require the tenderer designated as Contractor to provide up-to-date documents proving the fulfillment of the above requirement, namely: a copy of the CPR registration document to the Chamber of Builders in the Republic of Bulgaria for execution of construction works - first group, fifth floorforest, according to Art. 137, para. 1, Vol. 5, b. "D" ZUT. At the conclusion of the contract, the chosen for the contractor - foreign person presents a document, which should prove that he has the right to perform the assigned activity in the Republic of Bulgaria, including that he has completed the relevant registration, in accordance with the Law on the Chamber of Builders, in connection with Article 112, Paragraph 1, Item 4 of the Public Procurement Act.

Note: In case ofpart of an association that is not a legal entity, compliance with the requirement is proved by those members of the association who, in accordance with the distribution of the participation of the persons in the performance of the activities stipulated in the contract for the establishment of the association, are engaged in the execution of the construction. Where the tenderer provides for the participation of subcontractors, the requirement shall be proved for those subcontractorsor who, according to the type and proportion of the contract, who will perform the activities assigned to them.
