Adaptation of the existing heat source MPEC Włocławek to emission standards exceeding the requirements of the IED Directive Task 2 Stage I Construction of flue gas denitrification installations for boilers

The subject of the order is in the "design-build ", preparation of documentation (including basic design, construction design for permission)construction, executive and as-built designs), delivery, installation with necessary connections to the existing infrastructure, start-up, test operation and commissioning of a new flue gas denitrification installation for the existing 4 coal boilers 2xWR-10 and 2xWR-25, which will meet emission levels to atmosphere described in the Commission Implementing Decision (EU) 2017/1442 ofon 31.7.2017 establishing conclusions on best available techniques (BAT) published in the Official Journal of the European Union on 17.8.2017.

The expected scope of the investment was adopted based on ensuring optimal operating parameters of individual devices reducing exhaust emissions and minimizing investment outlays. As a result ofconducted analyzes, among the available flue gas cleaning technologies, technologies were selected for the planned project that include the use of the following flue gas cleaning technological installations:

- individual flue gas denitrification on 4 boilers 2 x WR-25 - K3, K4 and 2 x WR-10-K1, K2 using a combination of primary and secondary SNCR methods with a water reagent amoniac or urea solution. To ensure proper control of the denitrification process, the Employer requires installation of each of 4 boilers 2 x WR-25 - K3, K4 and 2 x WR-10-K1, K2 automatic monitoring system for NOx, O2 and NH3 emissions. The flue gas will be discharged into the environment using 2 flue pipes in the chimney H = 160 m a.s.l. For boilers K1 and K2 kaemission channel E-1, for boilers K3 and K4 - emission channel E-2. In the chimney at a height of 17 m above sea level the measurement necessary for continuous monitoring of emissions of air pollutants (AMS) is carried out for all emission channels. This system is required to be expanded with NH3 (ammonia) measurements on the chimney in the E-1 and E-2 emission channels and integration with the existing system in the scope of:

-selection of extractive ammonia analyzers in terms of: conditions in the exhaust gas ducts, measuring ranges and the possibility of communication with the existing AMS (QAL1) system

- delivery of extractive analyzers, assembly and start-up and integration into the existing AMS system (taking measurements from new equipment),

- expansion of the AMS software with an additional billing componenti.e. NH3 in accordance with applicable law, including QAL3 - CUSUM cards,

- calibration of the delivered devices (QAL2 procedure - including determination of calibration function coefficients, applicable calibration ranges, etc.),

- service training, provision of documentation and instructions service and maintenance,

- provision of authorized warranty and post-warranty service and full accesspu for service parts.

The proposed location and installation diagram are provided in the annexes.

In particular, the Subject of the Order includes:

- necessary design work,

- complete flue gas denitrification installation using the primary method in combination with SNCR for WR-25 (K3 and K4) and WR-10 (K1 and K2) boilers,

- control systems, security, measurement and visualization of I&C (execution of control and visualizationlysing the installation by expanding the system and providing an operator station including local and remote control),

- control and measurement equipment and automation along with the expansion of the exhaust gas monitoring system in accordance with the requirements described in the Commission Implementing Decision (EU) 2017/1442 of 31.7.2017 laying down conclusions on best available techniques (BAT) publishedvalid in the Official Journal of the European Union on 17.8.2017 and the applicable provisions of Polish law,

- complete metering of energy media consumption (technological water, measuring and technological air, electricity for installations),

- other installations necessary for its proper functioning together with with required modifications of existing apparatus and techno systemslogical,

- construction works,

- dismantling of existing installations, devices and equipment within the scope subject to modernization,

- assembly,

- development of operating instructions,

- commissioning (test operation),

- putting the installation into service together with devices and installations auxiliary,

- optimization to obtain the required work parameters,

- delivery of as-built documentation,

- staff training,

- obtaining permits from relevant bodies and services for the operation of facilities.

The undertaking of the project is primarily related to the need to modernize and / or build:

- A&C system,

- a system for unloading, storing and transporting ammonia water or urea solution,

- demineralized water installation for SNCR installation,

- compressed air installationfor nitriding installations,

- pipelines and pumps for the transport of individual technological media.

The scope of necessary design work includes:

- documentation of the spacers of installations colliding with the new investment,

- foundation construction and building designs,

- projects of exhaust gas denitrification installations along with unloading, storage and transport systemsfactors,

- design of the electrical installation and I&C,

- instructions for the denitrification, automation and control installation,

- workplace instructions for the denitrification, automation and control installation.

The implementation of the order must take into account all technical requirements necessary for the correct execution of the subject of the order not also mentioned above.

The customer does not specify anyh specific conditions in this respect.

The Employer requires the Contractor to have financial resources or creditworthiness for at least PLN 4, 000, 000. If Contractors submit documents containing data in currencies other than PLN, the financial data will be converted according to the average exchange rate of the National Bank of Poland (NBP) published on the NBP website onthe publication of a contract notice in the Official Journal of the European Union. The Employer will use the same rate when converting any other financial data.
