Implementation of construction and repair works for repair and reconstruction of the building of a former dormitory of Construction techn. in a multifamily residential building with social housing under the project "Construction of social housing in the town of Kardzhali"

The main types of activities of the site are related to major overhaul and reconstruction of the building, replacement of electrical and plumbing installations, introduction of energy efficiency measuresprovision of access for people with disabilities to an external platform and development of the adjoining space. It is also planned that three of the apartments on the first floor will meet the requirements for living by people with physical disabilities. The type and quantity of construction and assembly works are described in detail in the prepared and approved work design for the site.The scope of the present public procurement contract includes an object of intervention, namely the building of a former dormitory of the Construction Technical School, located in the town of Kardzhali, Studen Kladenets. "According to the developed and approved project: "Repair and reconstruction of the building of a former dormitory of the Technical School in a multifamily residential building withsocial housing in UPI-VIII, quarter 113, landed property with ID 40909.119.268 on the Cadastral map of Kardzhali ", the building will be built in 69 social housings.The main part of the building is five-storey with a ground floor, in the southwestern part is one-storey.According to the approved design work in the building will be built 11 one-bedroom apartments per floor, consisting ofliving room with kitchenette, bedroom and bathroom. A total of 55 one-bedroom apartments throughout the building. It is planned to build three-room dwellings on three floors on repeating floors. For the building the three-room apartments are 14 pieces. It is also planned to build a garage for 6 cars and to provide 23 parking spaces, according to the requirements of the residential building regulations.-the object is related to major overhaul and reconstruction of the building, replacement of electrical and plumbing installations, introduction of energy efficiency measures, provision of access for disabled persons to an external platform and development of adjoining space. It is also planned that three of the apartments on the first floor will meet the requirements for living by people with physical disabilities. See• The participants should be entered in the Commercial Register and / or in the relevant professional register, and in the case of foreign persons - in similar registers according to the legislation of the Member State, in which are established the first group construction, third category, according to art. 137, -para. The Participant shall have a valid "Professional Liability Insurance for the Participants in the Construction" under Art. 171, para. 1 of the Territory Arrangement for persons registered in the territory of the Republic of Bulgaria with at least minimal insurance coverage according to the provisions of Art. 5, para. 1, item 3 of the Ordinance on the terms and conditions for compulsory insurance in the design and sor equivalent insurance for non-residents, in accordance with the law of the country in which they are established.

The Contracting Authority shall remove from participation:

1. has been declared insolvent or is in bankruptcy proceedings or is in liquidation or has concluded an out-of-court settlement with its creditors in the sense of Art. 740 of the Commerce Act, or has discontinued its actionin the event that the applicant or tenderer is a non - resident, is in a similar situation arising from a similar procedure under the law of the State in which he is established; he / she is deprived of the right to carry out an activity related to the execution of a construction works according to the legislation of the state in which the act was committed; has been proven to be guilty of a breach of contract-a public contract or a works or service concession contract leading to its early termination, payment of benefits or other similar sanctions, except where the failure concerns less than 50 per cent of the value or volume of the contract.
