The subject of the contract is the execution of construction and assembly works (construction, construction, construction, construction, repair and strengthening of municipal buildings the territory of the municipality of Lovech with the following subjects:

The participants must be registered with the Central Professional Register of Builders (TSPR) and have a certificate issued by the Chamber of Buildersand for foreign persons in analogous registers according to the law of the Member State in which they are established for: Registration in the first category third category CPRRS.

When submitting a tender, participants declare eligibility to pursue a professional activity in the Single European Public Procurement Document (EEDOP) in Part IV: Selection Criteria, Section A: GodsonIn case of unification, the requirement applies to the participant (s) who will carry out the construction activities.

Before concludingthe Contractor shall submit a certified copy of a valid certificate of registration to the Construction Chamber of the TSRC for construction works of the construction category of the site (first group, third category) or for a higher category of construction of the same group. In case the participant is a foreign person according to the requirements of Art. 112, para. 1, item 4 of the LP, art.29 of the Regulations for the procedure for entry and maintenance of the central professional register of the builder, he shall submit a certified copy of a valid certificate under Art. 29, para. 4 of the PIRVPPC for construction works of the category of construction in which the site falls or for a higher category of constructions of the same group .. The contracting authority does not have requirements regarding the economic and financial situation of theand the Participants.

The Contracting Authority shall remove from participation a participant for whom the grounds under Art. 54, para. 1 PPL and Art. 55, para. 1, item 1 of the Public Procurement Act, which occurred before or during the procedure; Art. 3, item 8 of the Economic and Financial Relations Act with the companies registered in preferential tax jurisdictions, the persons related to them and their real owners; the conditions under Art.107 PPL; Art. 69, para. 1 and para. 2 PICKS; Art. 101, para. 9, 10 and 11 of the PPA. Prior to concluding a public procurement contract, the participant requests the contractor to provide up-to-date documents certifying the lack of grounds for removal from the procedure and compliance with the selection criteria. The documents shall also be submitted to subcontractors and third parties, if any • The estimated value is a marginal amount and the participant whose total execution cost exceeds the estimated value of a public contract will be eliminated from participation in the present procedure • The guarantee guaranteeing the performance of the contract shall be presented at the signing of the contract by the designated contractor.

The guarantee for securing the execution of the contract is in the amount of 1 (one) per cent of the sthe value of the contract without VAT.

The designated contractor shall choose the form of the guarantee as per art. 111, para. 5 of the PPL. The terms and conditions for the detention and release of the performance guarantee are stipulated in the draft contract for the public procurement.

The exchange of information between the contracting authority and the interested parties, respectively. the participants are in writing, in Bulgarian, and is made by:

-- by fax of the numbers indicated by the assignor and the interested parties / participants, - by post, by registered post with acknowledgment of receipt, sent to the address indicated by the interested person / participant, - in electronic form, the assignor and the interested parties / participants e-mail addresses.
