La consultation concerne les travaux de constructnew and rehabilitation ions in the framework of the project to build the headquarters of the DEAL and the Dieccte in the Providence Park in Saint-Denis (Reunion).

Main Site: Providence Park in Saint-Denis (Reunion) .

Site cleaning, general earthworks, excavations and networks EP / EU / AEP / Telecom / BT, various walls.

[1] If the candidate uses the DUME:

- documents and information menArticle 48 of Decree No. 2016-360 of 25.3.2016 by completing the DUME in French with: the inscription on the professional register (part IV-A-1);

[2] If the candidate does not does not use the DUME:

- the documents and information mentioned in article 48 of the decree n 2016-360 of the 25.3.2016, for this purpose the candidate will be able to use the forms DC 1 and DC 2 downloadable on the site http: //www.economie.gouv.fr (DAJ / forms - public markets),

- the legal form of the candidate,

- in case of grouping, its nature and the name of the representative,

- the powers of the person authorized to hire the candidate, including, in the case of a grouping, where appropriate, the necessary authorizations to represent the undertakings at the stage of awarding the contract, - candidates entering thethe cases of the prohibitions of tender envisaged in article 45 of the order 2015-899 of 23.7.2015 will be excluded,

- the candidates entering in the cases of the bans of bid envisaged with the article 48 of the order 2015- 899 of 23.7.2015 may be excluded.

[1] If the candidate uses the DUME:

- the documents and information mentioned in article 48 of the decree n 2016-360 of 25.3.2016 by completing the DUME in French with:

- the annual turnover of the last 3 years (part IV b 1 a),

- the annual turnover of the last 3 years in the field of activities covered by the market (Part IV b 2 a),

- the ratio of the items of assets and liabilities of the annual accounts (part IV b 4),

- the amount covered by the insurance against the risks(Part IV b 5),

- An appropriate bank statement (Part IV b 6),

- Balance sheets or extracts from balance sheets (Part IV b 6).

[2] If the candidate does not use the DUME : - a statement concerning the overall turnover and the turnover of the works covered by the contract, carried out during the last 3 financial years available,

- an appropriate declaration of banks orproof of insurance for occupational risks by certification in accordance with the judgment of 5.1.2016,

- balance sheets or extracts from balance sheets, for the last 3 years, economic operators for which the establishment of balance sheets is mandatory under of the law.

The candidate can prove his ability by any other document considered equivalent by the contracting authority.

[1]The present consultation is launched according to the procedure of the open invitation to tender defined in article 42 1 a) of the order n - 2015-899 of the 23.7.2015 and articles 66, 67 and 68 of the decree n 2016- 360 of 25.3.2016. Pursuant to Article 22 of the same Decree, lot 3 will be passed according to the adapted procedure. Offers of the lot likely to be awarded in the appropriate procedure will be able tothrow of a negotiation. The negotiation will be conducted with the 3 candidates who submitted the best-ranked offers after the analysis of the initial offers;

[2] The subcontracting plan: in accordance with the decree n 2018-57 of 31.1.2018, taken for the purposes of the third paragraph of Article 73 of Law No. 2017-256 of 28.2.2017 on the programming of real equality overseas andsocial and economic positions, the tenderer produces, in his tender, a subcontracting plan for local small and medium-sized enterprises. This plan indicates the modalities of participation of local small and medium-sized enterprises in the execution of the contract. It includes, for each of the companies concerned, the information provided for by the subcontracting declaration. When-the tenderer does not intend to subcontract to local small and medium-sized enterprises, the subcontracting plan is limited to mentioning the reasons.
