Exercise of construction supervision during construction in accordance with the TDA and the secondary legislation, which governs the subject matter of the contract, as follows:

ExerciseSupervision in scope and scope according to the requirements of the TDA and the relevant subordinate legislation of the site "Reconstruction of Strandja Street" and the adjacent junctions in the town of Razgrad ", with at least the following activities being carried out: - Exercise of continuous construction supervision on the implementation of the construction works according to the investment projects and the requirements of the normative acts;is construction and construction works and the signing of protocols for acceptance of completed construction works by the builder, - preparation and signing of the acts and protocols during construction and all building documentation for the sites in accordance with the requirements of Ordinance № 3 of 31.07.2003 for the preparation of acts and protocols during construction, - observance of the conditions of safety at workthe Health and Safety at Work Act and the secondary legislation, - environmental protection control during the execution of the construction and installation activities in compliance with the Environmental Protection Act (EPA) and the Waste Management Act, and regulations, - control over the compliance of inputs and products according to andthe requirements of Ordinance № RD-02-20-1 of 5.2.2015 on the conditions and order for the incorporation of construction products in the constructions of the Republic of Bulgaria, control checks according to Art. 169b, para. 1 of the TDA of the construction products delivered to the construction (including products which represent a system of components), which are put into the construction, in order to ensure compliance with the requirement of Art. 169a, para. 1 of the TDA, incl. nChecks for compliance of the technical indicators of delivered construction products with the data in the certificates and test reports submitted by the builder, with the technical indicators and energy specifications laid down in the investment project as well as with the technical documentation for the products of the builder's offer and the approved detailed quantitative- value account for the respective account- ensuring the necessary organization for effective oversight and communication, as regards the lawful commencement of the construction works, the inspections related to the execution of the construction works, according to the approved investment projects the requirements of art. . 169, para. 1 and 3 of the Spatial Development Act, during the execution of the worksand assembling works, ensures the permanent presence of the experts of its team on all the project parts necessary for the execution of the contract, - giving instructions for accurate and quality execution of the construction works and taking decisions on technical issues that do not change the investment projects, after consultation with the contracting authority, - preparation of a final report to the assigneeaccording to the requirements of the TDA after completion of the construction and assembly works, etc. described in Tech. spec.

Approximate length of Strandja Blvd. is 1 612 m to the entrance of the park 50 m according to the regulation plan Strandja Blvd. is located between districts 2, 177, 191, 661 sq. 662, square 75, square 76, square 810, square 74, square 82, square 73, 675, square 40, square 172, square 169, square 42, 101, square 100, square 97, square 97A, square 99, square 146 according to the regulation plan of the city of Razgrad. The participant declares compliance with the selected selection criterion by filling in the EEDOP in Part IV "Selection Criteria" Section A "Accuracy"

For proof, the participant submits:

Prior to concluding a public procurement contract, the contracting authority requires the participant selected to be a contractor, to submit a copy ofan alternative license under - 128 of the Transitional and Final Provisions to the Act or a valid certificate under Art. 166, para. 2 of the TDA and Ordinance № РД-02-20-25 of 3.12.2012 for exercising activities under Art. 166, para. 1, item 1 of the TDA with attached to it a list of the natural persons with whom the activity is performed for persons registered in the territory of the Republic of BULGARIA, or an equivalent document. The participant withshall hold a valid license to carry out the activity according to - 128 of the Transitional and Final Provisions to the AASD or to have a valid certificate issued by the Head of the National Construction Control Directorate and entered in a specific register in accordance with Art. 166, para. 2 of the TDA and Ordinance № РД-02-20-25 of 3.12.2012 for exercising activities under Art. 166, para. 1, item 1 of the TDA with the attached list of rightsthe natural persons through whom the activity is performed for persons registered in the territory of the Republic of BULGARIA or an equivalent document for foreign persons certifying the right to carry out such activity, issued by a competent authority of a Member State of the European Union or of another Member State, party to the Agreement on the European Economic Area

If the participant is a participantthe requirement applies to each member of the grouping that will undertake construction supervision. In the case of a subcontractor - depending on the type and the share of the order he / she will execute. Where the tenderer is a non - resident, a copy of a document certifying the right to carry out such an activity, issued by a competent authority of a Member State of the European Union or of another Member State, party to the Agreement on the European Economic Area. The participant should hold and maintain for the entire period of performance of the contract valid professional liability insurance in accordance with Article 171, paragraph 1 of the TDA for persons registered in the territory of the Republic of Bulgaria or equivalent for non-residents in accordance with the legislation of the country where they aretanned. For a participant established / registered outside the Republic of BULGARIA, the professional liability insurance should be in accordance with Art. 171a, para. The participant declares the compliance with the selection criterion by completing the EEDDOP in Part IV "Selection Criteria", Section B "Economic and Financial Situation"

Demonstration:

Prior to the award of a public procurement contractthe applicant shall require the participant designated as contractor to submit the documents under Art. 62, para. 1, item 2 of the Public Procurement Act - evidence of the existence of professional liability insurance.- If the participant participates as a consortium which is not registered as an independent legal entity, the contracting authority shall require the participant to submit a copy of a document establishing the grouping, as wellthe following information in relation to the particular procurement:

1. the rights and obligations of the members of the grouping; the division of responsibility between the members of the grouping; the activities to be performed by each member of the grouping, and the document must contain clauses showing that a partner is a designated representative of the grouping for the purposes of public interestbut an order; joint responsibility for the performance of the contract is agreed.

The Contracting Authority does not impose any requirements regarding the legal form under which the merger will participate in the procurement procedure. Participants indicate in the offer the subcontractors and the share of the order they will assign to them if they intend to use them. In this case, they must present the proofresponsibility for subcontracting. Subcontractors must comply with the relevant selection criteria according to the type and proportion of the order they will perform and there are no grounds for disqualification from the procedure. Participants may rely on the capacity of third parties, irrespective of the legal relationship between them, with respect to the criteria related to the economicand financial standing, technical and professional abilities. Where the participant refers to the capacity of third parties, he must be able to demonstrate that he will have the resources available by submitting documents for the obligations assumed by third parties. Third parties must meet the relevant selection criteria for proof of which the participant refers to their capacity and for themthe grounds for removal from the procedure are not available. The Contracting Authority shall remove from participation in the procedure for the award of this public procurement a participant for whom the grounds under Art. 54, para. 1, items 1-7, Art. 55, para. 1, items 1-5 and Art. 107 of the Public Procurement Act, for whom the circumstances under Art. 3, item 8 in conjunction with Art. 5, para. 1, item 3 of ZIFODRUPPDRKLTDS which did not specify the actual ownershipvein within the meaning of Art. 59, para. 1, item 3 of the LMML upon conclusion of a contract which after a call from the contracting authority and within the term specified therein does not extend the validity of its offer, which has offered a price for performance of the contract higher than the estimated value determined by the contracting authority, a participant in whose offer arithmetical price-fixing errors have been identified, a participant who has offeredl a longer term for the preparation of a final report and a technical passport, a member of a consortium who changes the composition of the consortium after the submission of the tender will be removed from participation in the award procedure of this contract and if selected as a contractor, the contracting authority will not enter into a public procurement contract, a participant denied the right to exercise a specified contractand the profession of "consultant" or "building supervision" activity under the law of the state in which the act was committed will be removed from participation. Participant for whom there are grounds under Art. 54, para. 1 of the Public Procurement Act and the circumstances specified by the contracting authority under Art. 55, para. 1 of the Public Procurement Act has the right to provide evidence that he has taken measures that guarantee his reliability, on the relevant grounds for removal. The documents shall be presented in sealed non-transparent packaging containing:

1. Application for participation, incl. list of the submitted documents - № 1; EEDOP.

2. Offer, incl. technical proposal; an authorization document where the person submitting the bid is not the legal representative of the participant.
