The scope of the contract includes the following main activities:

Main Site:Shumen, Shumen Municipality, Shumen Province, Republic of Bulgaria

Selection of Contractor for the Conformity Assessment of Investment Projects and Exercise of Construction Supervision in the Execution of Engineering - Designing, Construction and Authorization Supervision of the Rehabilitation of "Petar Parchevich", from "St. St. Cyril and Methodius" St. to "Vasil Aprilov" St., with the construction of new and reconstruction of the sameexisting and adjoining sidewalks The participants must hold a valid License for exercising the activity pursuant to - 128 of the Transitional and Final Provisions to the Act on the Law for the State Aid (SG No. 82/2012) or a valid certificate pursuant to Article 166, paragraph 1, item 1 and par. 2 of TPA - assessment of the compliance of investment projects and exercising construction supervision or for the foreign participants in the public procurement - a valid equivalenta document proving its right to carry out such an activity, issued by a competent authority of an EU Member State or of another State Party to the EEC Agreement, 166, para. The compliance with this selection criterion is proved as follows: - The participant fills in box 1) of section A "Fitness" in Part IV "Selection criteria" by EEDOP, filling in the relevant section inEEDOP, indicating the number, the date of issue, the period of validity and the authority which issued the document. Foreign persons declare an equivalent equivalent document or certificate from a competent authority of an EU Member State or of another country party to the EEC Agreement under Art. 166, para 7 of the TDA, or a declaration of the existence of such registration, the country in which the person is established and carrying on his / her activity, the performance of the activities subject to the present procurement, accompanied by a translation into Bulgarian language

For all lots:

Prior to concluding a public procurement contract, the contracting authority shall require the participant designated as a contractor to certify itо art. 166, para. 1, item 1 and para. 2 of the TDA, respectively. a license to carry out the activity under - 128 of the Transitional and Final Provisions of the Act and for foreign persons an equivalent document proving its right to carry out such activity, issued by a competent authority of an EU Member State or of another country party to the EEC Agreement.

The participants in the public procurement should have a valid insurance "ProfessionIn accordance with Article 171, Paragraph 1 of the Spatial Development Act, for a participant established / registered outside the Republic of Bulgaria, professional indemnity insurance should be equivalent to the one under Article 171, Paragraph 1 of the Territorial Units Act in accordance with the legislation of the country where the participant is established / registered.The insurance coverage should correspond to the volume and characterbut of the order deriving from a normative act - Reasons, in the presence of which the contracting authority necessarily removes the participant from the procedure for awarding a public procurement - Art. 54 of the Public Procurement Act.

The Contracting Authority does not require the participants to certify lack of grounds for removal within the meaning of Art. 55 of the Public Procurement Act - Other grounds for removal - Art. 107 of the PPL:

Except for the reasonsunder Art. 54 of the PPA, the assignor removes from the procedure:

1. a participant who does not meet the selection criteria set or fails to fulfill another condition specified in the contract notice or in the documentation; a participant who has submitted a tender which does not meet: (a) the pre-announced terms of the contract, (b) rules and requirements relating to environmental protection, socialand labor law, applicable collective agreements and / or provisions of international environmental, social and labor law listed in Annex 10 to the Public Procurement Act; a participant who has not submitted the justification under Art. 72, para. 1 of the Public Procurement Act or whose offer has not been accepted according to Art. 72, para. 3-5 of the Public Procurement Act; participants who are connectedthe specific national grounds for exclusion detailed in the tender documentation are applied.
