"Implementation of consultancy services under Art. 166, para. The subject of the public procurement includes the provision of consultancy services under Article 166, paragraph 1, item 1 of the Territorial Planning Act.

This public procurement includes the provision of consultancy services services referred to in Article 166 (1) (1) of the Territorial Unit, including: - preparation of a comprehensive report onand an assessment of the compliance of investment projects under Art. 142, para. • Signing and stamping of all documents - graphic and textual, of the investment project, signing of the conformity assessment report according to Art. 142, para. 9 of the Territory Control Act

- Ensuring control over the lawful commencement of the construction

- Drawing up and signing of the acts and procars during the construction and all the construction documentation for the site according to the TDA until completion of construction and issuance of the certificate for putting into exploitation of the site / permit for use of the constructions.

- control over the execution of the construction works according to the approved investment project and the requirements of art. 169 of the Territory Control Act - control of the completeness and proper drafting of the acts during thethe construction by the builder and the signing by the team of qualified qualified persons of the contractor's supervision of the executed works documents, which document the quantity, volume and value of the construction works performed on the site

- ensuring the presence of the responsible persons for the control of the construction performance, as well as the specialists from the respective- the control over the observance of the requirements for health and safety in the construction works of the Health and Safety at Work Act, effective as of 1.1.2005 and the conditions of Ordinance No. 2 of 22 March 2004 on the minimum requirements for health and safety at work for construction and assembly works.

- control over the environmental protection during the execution of the construction works - control of the quality of the used building materials and articles in compliance with the safety standards - control of the necessary tests and tests of the construction carried out in compliance with the applicable normative regulation.

- preventing damage to third parties and property during construction.

- kInspection on the fitness of the construction for commissioning, - in case of breach of the technical rules and norms, notify the regional directorate for national construction control.

- stops the construction in case they are executed under the conditions of Art. 225, para. 2 and in violation of the requirements of Art. 169, para. 1 and 3.

- drawing up and submitting to the Municipality of Ugarchin a final report with accompanyingpermissions, opinions of the specialized state control bodies and documents in compliance with the regulations for issuing the certificate for putting into exploitation of the construction / permit for use of the constructions. The final report must be submitted to the Contracting Authority in 2 (2) original copies of paper and 1 copy on electronic medium.

- draw up / update a technical passportof the site before it is put into operation pursuant to Ordinance No 5 of 28.12.2006 on the technical passports of the constructions in the necessary scope and content

The financing of procurement contracts concluded as a result of the framework agreement will be provided by the republican budget and / or the budget of the municipality and / or by another source. Within the scope of the frameworkagreement does not provide for the conclusion of contracts for the award of consultancy services under Art. 166, para. 1, item 1 of the Territorial Development Act, financed by funds granted under contracts / grant agreements concluded with the State Fund "Agriculture" The participant shall hold a valid license issued by the Minister of Regional Development and Public Works (according to the requirementof the Law for Territory Management, in the State Gazette, no. 82, dated 26.10.2012) or a valid certificate for exercising the activities under Art. 166, para. 1, item 1 of the TDA, issued by the Head of the National Construction Control Directorate in accordance with the requirements of Ordinance № РД-02-20-25 of 3.12.2012 on the conditions and the order for issuance of a certificate for entry in the register of consultants to evaluatethe compliance of investment projects and / or the exercise of construction supervision or the equivalent of foreign participants. The required information on the eligibility criteria is filled in Part IV "Selection Criteria", Section A "Eligibility", point 2 of the EEDOP, as described therein. In the cases of Art. 67, para. 5 and para. 6 of the Public Procurement Act to demonstrate the requirement participants should submit a documentproving that they hold a valid license issued by the Minister of Regional Development and Public Works (according to the requirements of the Territorial Planning Act, in SG No. 82, dated 26.10.2012) or a valid certificate for exercising the activities under Art. 166, para. 1, item 1 of the TDA, issued by the Head of the National Construction Control Directorate according to the requirements of Regulation № РД-02-20-25 of 3.12.2012 on the conditions and the procedure for issuance of a certificate for entry in the Register of the consultants for the assessment of the conformity of the investment projects and / or the exercising of the construction supervision which is valid on the date of the submission of the offers and for the foreign persons - an equivalent document issued by an analogous professional and / or commercial register under the law of nand the Member State in which they are established. In the cases of Art. 67, para. 5 and para. 6 of the PPA to prove the requirement, the participants are not obliged to submit supporting documents if the information is accessible by electronic means and this fact is noted in EEDOP. Where, for the performance of this contract under the law of the State in which the participant is established, the participant must have insured his "professional liability" in accordance with Article 171, paragraph 1 of the TDA and Article 2, paragraph 1, item 2 of the Ordinance on the terms and procedure for compulsory insurance in the design and construction, promulgated SG 17, dated 2.3.2004, with a minimuminsurance amount in amount as per Art. 5, para. 3, item 2 and Art. 5, para. The participant in the procurement procedure may be any Bulgarian or foreign natural or legal person or their associations as well as any other entity entitled to carry out the activities covered by this contract, under the laws of the State, which it is established. Insurance,

All costs per the insurance is at the expense of the contractor.
