The subject of this procurement includes conformity assessment of the design documentation with the requirements of the TDA and exercising construction supervision during the construction worksof the site, as well as participation in the preparation, coordination and approval of all the necessary construction papers for the execution of the construction, commissioning of the site and preparation of a technical passport for the construction. Important! Participants in this procedure should bear in mind that at the time of the announcement of the current procedure there are no investment projects and will beselected contractor and a contract for engineering design, author's supervision and construction works on the site. The execution of the activities under this contract will be directly dependent on the implementation of the engineering contract and will not begin until the signing of a contract with the selected contractor of the engineering contract for the site. The subject of this public procurement contractincludes the exercise of construction supervision during the site construction, as well as participation in the preparation, coordination and approval of all the necessary construction papers for the execution of the construction, commissioning of the site and preparation of the technical passport of the construction

Description of the sites of intervention :

The buildings are municipal property and are:

a) multifamily residential building (b№ 20) with ID 55871.507.299.13, on 6 floors with built-up area 251 sq. m., unfolded built-up area 1757 sq. m and height to elevation - 20 m, at boundaries: from east fuse to bl. No 21 and yard, from the west yard, from the north yard, from the south yard, with a degree of completion of 63 per cent according to a certificate (under Article 181, paragraph 2 of the Spatial Development Act No 16 / LU-792 from 13.2.2015, issued by the municipality of Pernik. The building has 18 apartments - 6 pcs. three-rooms and 12 (b) № 21 with ID 55871.507.299.14, on 6 floors with a built-up area of 296 sq. m, a total built-up area of 2072 sq. m and a height to elevation of 20 m, at boundaries : from east yard, from west fuse to bl. 20 with a degree of completion of 63 per cent according to a certificate-(under Article 181 (2) of the Territory Code) No 15 / LU-792 dated 13 February 2015 issued by the municipality of Pernik. The building has 24 apartments - 18 pieces. two-room and 6 one-room.

Important! Participants in this procedure should bear in mind that at the time of the announcement of the current procedure there are no investment projects and a contractor and contractor for the engineering design, oversight and site construction works. The performance of the activities under this contract will be directly related to the implementation of the engineering contract and will not commence until the signing of a contract with the selected contractor of the engineering contract for the site. 169, para. 1, item 6 of the TQM of the investment projects, the participants in the procedure should comply with artof the Energy Efficiency Act and have been entered in the public register under Art. 44, para. 1 of the same law and for foreign persons in analogous registers according to the legislation of the state in which they are established

3.1.2. The participant shall hold a valid license to carry out the activity in accordance with - 128 of the Transitional and Final Provisions of the Law on the State Gazette (SG No. 82/2012) or a valid certificate according to Art.. 166, para. 1, item 1 and para. 2 of the Territorial Accreditation Act, assessment of the conformity of the investment projects and / or exercising construction supervision or for the foreign participants in the procedure - a valid equivalent document proving its right to carry out such activity, issued by a competent authority of an EU Member State or of another Member State, Party to the EEC Agreement under Art. 166, par. 7 of the Territory Management Actstage of submitting a bid, the circumstance shall be certified by reference to EEDOP, Part IV: "Selection Criteria", section A. "Accuracy" of the type, number and duration of the document certifying the entry in the respective register, incl. web address, authority or service issuing the document, the exact reference to the document, or, for non-residents, the relevant equivalent document or statement, ora certificate issued by the competent authorities in accordance with its national law on the entry of the person in the relevant professional register of the State in which he is established, permitting, under the legislation of the State in which the person is established and performing in his activity, the services covered by this contract, accompanied by a translation into Bulgarianthe requirement is demonstrated by the tenderer selected as contractor prior to signing a performance contract by presenting a certified copy of valid certificates / licenses or by indicating how to access national databases and / or public registers in which it can be established the compliance of the participant with this selection criterion or declaration or a certificate of availability• When submitting a tender, compliance with the requirement is declared in the ENEDOP to be submitted by each of the participants, the members of the consortia, the subcontractors or the third parties. Continued from III.1.3) the current normative documents, relevant to the professional qualification. The expert should have-a certificate for a training course under the Health and Safety at Work Act; experience in the execution of construction supervision of at least 2 sites; - an expert exercising technical control on the "Constructive" part and included in a list drawn up by the Chamber of Engineers in the Investment Design or in an equivalent list or register maintained by a competent authority in a Member State, -a Member State of the European Union or another State Party to the Agreement on the European Economic Area; experience in the preparation of the assessment of the conformity of the design documentation on the "Constructional" part of a minimum of 2 sites;

Quality Control Expert - with higher education engineering specialty, master degree / bachelor or equivalent according to dethe relevant normative documents relevant to the professional qualification. The expert should have a certificate of completion of a training course for "Quality Control in Construction", an experience in the exercise of construction supervision of at least 2 sites.- Important! An expert may combine 2 or more of the above activities / positions if he / she possesses the necessary qualifications and competencet for the implementation of the individual activities / positions according to the current legislation
