Subject of this procedure are only the following lots :

Main Site: The territory of Smolyan

The scope of the consultancy service includes the followingis the activities:

(i) preparation of a complex assessment report on the conformity of the detailed design to be prepared in accordance with Art. 142, para. 6 and para. 10 of the TDA for site "Reconstruction and completion of the internal water supply network of Smolyan (by design)", and (ii) the exercise of construction supervision during the construction works - The conformity assessment should be in accordance with Article 142, paragraph 5 of the TDA, as an estimatefor the corresponding under construction is carried out by a physical person exercising technical control over this part and entered in the respective register of the CEPI or an equivalent register for the foreign persons The exercise of construction supervision during the construction works includes: and responsibilities related to the construction supervision exercised during the construction, - performance of the functionsof the CBA according to Art. Ordinance No. 2 of 22 March 2004 on minimum requirements for health and safety at work in the course of construction and assembly works, - Preparation of technical passport and final report - Detailed requirements for the execution of the order under the lot are indicated in the relevant technical specification.

Participants in the procurement must hold a valid TCcertificate pursuant to Art. 166, para. 1, item 1 and para. 2 of the Territorial Development Act - assessment of the compliance of the investment projects and / or exercising construction supervision or for the foreign participants in the procedure - valid equivalent document, proving its right to carry out such activity, issued by a competent authority of an EU Member State or another State Party to the EEC Agreement, agreeso art. 166, para. 7 of the TDA - Certificate:

At the submission of the tender, the participant declares conformity with the requirement for fitness by filling section A "Fitness" in Part IV "Selection criteria" of the ЕЕДЕП, indicating the data for entry in the register under Art. 166, para. 2 of the TDA. Foreign participants submit information on their entry in a similar register in an EU Member State or another-State Party to the EEC Agreement in which they are established. The information on the entry should indicate the web address, authority or service issuing the registration document and the exact reference to the document, the scope of the registration and the period of validity. 67, para. 5 of the PPA, the contracting authority may require the participants at any time to submit all or part of the above-

Proof:

When signing the contract, the participant selected as contractor shall submit a certificate in accordance with Art. 166, para. 1, item 1 and para. 2 of the TDA, respectively. a license to carry out the activity under - 128 of the Transitional and Final Provisions to the Act on the Law for the Protection of Competition and for foreign persons an equivalent document proving its right to perform such activity, the authority of an EU Member State or of another country party to the EEC Agreement.

If the data can be secured through direct and free access to a national database in the Member States, the contracting authority does not require such a document when concluding the contract. Participants in the public procurement must, in the last 3 (three) completed financial years, depending on the date, but which have been or have begun the business, have achieved a minimum total turnover, the required minimum level

Certificate:

When submitting the tender, the participant fills in the relevant field of Section B "Economic and Financial Statement", Part IV "Selection Criteria" by ENEDOP, indicating the total turnover for the financial years according to the annual financial statements . Proof:

At the conclusion of the contract, the participant selected as contractor shall submit certified copies of the annual financial statements for the last completed 3 (three) financial years or their component parts when required to be publisheda.

2. Participants in the public procurement should have professional liability insurance according to the required minimum level.

Attestation:

When submitting the tender, the participant fills in the relevant field of Section B "Economic and Financial Condition", Part IV "Selection Criteria" in the "Issued by:" field, it indicates the amount of insured amount, web address, authority, orand the office issuing the document, the exact reference to the document, the date of issue, the type of business insured and the period of validity. In the hypothesis of Art. 67, para. 5 of the PPA, the contracting authority may require the participants at any time to submit the document referred to above

Proof:

At the conclusion of the contract the participant selected as contractor shall have a certified copy of a valid insurancepersons or an equivalent document (for non-residents) according to the declaration in the EUEOP, and if the policy expires until the date of signing the contract - and a certified copy of the new insurance policy. In the case of a consortium which is not a separate legal entity, the participant must submit a copy of a document showing the legal basis for the creationof the unification, as well as the following information in relation to the specific common. - the rights and obligations of the members of the grouping, - the joint and several liability of the parties to the grouping, the obligations under the public procurement contract, - the activities to be performed by each member of the grouping. In the present procedure, the activities are:

1) by preliminary assessment of copleading under Art. 142, para. 2 of the Spatial Planning of Territory for the preliminary investment projects for sites "Reconstruction and completion of the internal water supply network of the town of Smolyan" and subject "Completing the tertiary treatment (removal of phosphorus) to the WWTP Smolyan"; and (2) conformity assessment under Art. 142, para. 6 and para. 10 of the TDA of a working investment project for site "Construction, reconstruction and rehabilitation of water and sewerage networkand of the city of Smolyan "are divided into lots 4 and 5 and they will be awarded under the terms of Article 21, paragraph 6 of the PPA, that is to say, according to the order determined according to their individual value. set out in Section II.2 The estimated figures for the two lots in question are a total of 15 000, 00 excluding VAT, allowing them to be awarded under the terms of Article 20, par. 4, item 3 of the Public Procurement Act. The restrictive conditions provided for in Art. 21, para. 6 of the Public Procurement Act - the value of each lot does not exceed 156 464 BGN for services and the total value of the lots assigned in this way (in this case the possibility applies only to lot 4 and 5) does not exceed 20 per 100 of the total value of the order, i.e. does not exceed the amount of 443 672, 15 BGN excluding VAT - The residual value of the order, formed from the values of lots 1, 2 and 3, is equal to the amount of BGN 2, 203, 360.74 excluding VAT, and therefore, on the grounds of Art. 20, para. 1, item 3, b. "B" of the PPL, lot 1, 2 and 3 are the subject of this public procurement contract and will be awarded through the present "open procedure"
