The subject of the procurement is preparation of conformity assessment of investment project, construction supervision and preparation / updating ofand a technical passport. The scope of the procurement includes:

Main Site: 154 Sofia, 15 Tsar Osvoboditel Blvd. Levski, Shipka and Hristo Georgiev Str.detailed supervision and preparation / updating of the technical passport. The scope of the procurement includes:

- Activity 1 "Conducting assessment of the conformity of the investment project in accordance with the requirements of the Spatial Planning Act",

- Activity 2 "Exercising construction supervision during the execution of construction and installation works in accordance with the approved investment project andquantitative accounts, as well as preparation of the technical passport of the building included in this public procurement. ", in which it is established.

When submitting a bidParticipants declare compliance with this selection criterion by completing the relevant section in a single European Public Procurement Document (OEDOP) - Part IV, Section A "Eligibility" of OEDOP.

To prove compliance with the selected selection criteria, the following documents are presented : certified copy of a valid certificate issued by the Head of the National Construction Account Directorateroll (DNSC), or a valid license (subject to the requirements of the Spatial Planning Act) to perform conformity assessment and exercise construction supervision or to enter information in a public register, and for non-residents - an equivalent document certifying the right to carry out such activity under the law of the country in which they are established or an indicationof information in similar registers. In case the participant designated for the contractor is a foreign person, before signing the contract he / she should obtain a certificate under Art. 9, para. 5 or under Art. 10, para. 6 of Ordinance No. РД-02-20-25 of December 3, 2012 on the conditions and procedure for issuing a certificate for entry in the register of consultants for conformity assessment of investment projects and / orexercising construction supervision (on the basis of Art. 7, Para 2 of Ordinance No. RD-02-20-25 of 3.12.2012 on the conditions and procedure for issuing a certificate for entry in the register of consultants for assessing the conformity of investment projects and / or exercising construction supervision, the right to carry out the activities under Article 166, paragraph 1, item 1 of the Spatial Planning Act of the persons under Article 166, paragraph 7 of the Spatial Planning Act is certifiedafter the submission of the documents under Art. 9 or 10 of the Regulation).

The participant shall have valid Professional Liability Insurance under Article 171, paragraph 1 of the Spatial Planning Act for damages caused to other participants in the construction and / or to third parties as a result of unlawful act or omission upon or under pabout the fulfillment of his obligations, both for the construction supervision activity and for the assessment of the conformity of the investment projects with a threshold not less than the minimum insurance sums for designing for the respective category of construction of the subject of the contract (OP1 - first category, OP 2 - third category) according to the requirements of the Ordinance on the conditions and procedure for compulsory insurancein design and construction or equivalent for a participant established / registered outside the Republic of BULGARIA, in accordance with the law of the country where the participant is established / registered. For a participant established / registered outside the Republic of BULGARIA, professional liability insurance should be in accordance with Art. 171a, para. 1 of ZUT

Specialist in Construction Acoustics:

ProfIon area (qualification): architect with a specialty in construction acoustics or equivalent qualification

Personnel under OP 2:

Specialist in the section "Geology and hydrogeology"

Professional area (qualification): engineer with a specialty in geology and hydrogeology or equivalent qualification.

Each of the proposed specialists should have the following specific experience: participation as a specialist with cothe relevant qualification in a team for exercising construction supervision and / or assessment of the conformity of an investment project of at least 1 object, similar to the object of the contract. 59, para. 6 of the PPL. Where the participant is a non-legal entity, the entity must provide a copy of the document establishing theimpoverishment, as well as the following information in relation to the specific procurement: the rights and obligations of the participants in the merger; the distribution of responsibility among the members of the association; the activities that each member of the association will perform. The document submitted by the merger participant must contain clauses that show that:

- a specific partner hasconstitutes the union for the purposes of the contract,

- joint and several liability has been agreed for the performance of the contract, where such is not provided for in the applicable legislation.

A participant may invoke the capacity of third parties or subcontractor (s) under the terms of Art. 65 and Art. 66 PPL.

The participant declares no grounds for removal and compliance with the criteria forselection by presenting the EEOPP. Evidence of the data declared by a participant shall be presented in the cases under Art. 67, para. 5 and Art. 112, para. 1, item 2 of the Public Procurement Act in accordance with Art. 112, para. 9 of the PPL. The participant selected as a contractor shall, before concluding the contract, submit the necessary documents in accordance with Art. 112, para. 1 and para. 9 and Art. 58 of the PPA, as well as a declaration under Art. 59, para. 1, item 3 of the LMML and declaration Art. 66, para. 2 of the LMML (if applicable). Where the designated contractor is a non-personified association of natural and / or legal persons, the public contract shall be concluded after the contractor submits to the contracting authority a certified copy of a tax registration and registration certificate under BULSTAT or equivalent documents under the law of the country in which the association is located. usthinly. Each foreign participant may prove his / her right to carry on a particular activity with documents issued by the country in which he / she is established. The designated contractor shall submit a performance guarantee of 5 (five)% of the contract value in one of the forms of art. 111, para. 5 of the PPL. Pursuant to Art. 104, para. 2 of the PPA the contracting authority will evaluate the technical and price proposalsparticipants` marriages prior to pre-selection. The verification of the existence of grounds for removal and compliance with the selection criteria shall be carried out in a way that is not affected by the results of the evaluation of the technical and bids. The actions of the Commission shall be carried out in accordance with Art. 61 of the PDAB. Pursuant to Art. 47, para. 6 of the PPPPC Art. 104, para. 2 of the Public Procurement ActThe fir tree does not require the bidding of participants to be presented in a sealed envelope.
