Continued from Section II.1.1 ) ... from "Hristo Botev" Community Center, Kozloduy (reconstruction of the park on Hristo Botev Street) and renovation of a park in the central part of Glo villagewife, Kozloduy municipality "divided into two separate positions".

The subject of the special position covers the exercise of independent construction supervision during the construction of a construction site: "Landscaping, east of Chitalishte" Hristo Botev "- UPI I, quarter 182 in Kozloduy "with an area of 6890m2.

Main goals:

- Completedconstruction supervision according to the requirements of the current legislation,

- Quality implementation of construction works,

- Enhanced control over the implementation of health and safety at work.

The service "construction supervision" includes control over the construction process and preparation of the necessary documentation from the opening of the construction site until the building permit is issued.

At exerciseThe Contractor shall be responsible for the activities and obligations as a participant in the investment process, regulated by Art. 166 and Art. 168 of the SPA, as well as for those arising from Art. 178 of the SPA. SN is implemented in the mandatory range in accordance with the requirements of the Spatial Planning Act, the requirements of Ordinance No. 3 of 2003 for drafting acts and protocols during construction, taking into account the requirementsof the Ordinance on the Essential Requirements for Construction Works and the Assessment of Conformity of Construction Products and All Laws and Regulations in the Field of Construction in Bulgaria. technical specification

The participant musthold a valid License for performing the activities under Art. 166, para. 1, item 1 of the Spatial Planning Act, issued by the Minister of Regional Development and Public Works (paragraph 128 of the Transitional and Final Provisions of the ZZZUT) or a valid Certificate for performing the activities under Art. 166, para. 1, item 1 of the Spatial Planning Act, issued by the Head of the National Construction Control Directorate (DNSC), as requiredflock of art. 166, para. 2 and Ordinance No. РД-02-20-25 of 03.12.2012 on the conditions and procedure for issuing a certificate for entering in the register of consultants for assessment of the conformity of investment projects and / or exercising construction supervision for persons registered in the territory of the Republic of Bulgaria or equivalent document for foreign participants certifying the right to do soactivity issued by a competent authority of a Member State of the European Union or of another State Party to the Agreement on the European Economic Area, in accordance with Art. 166, para. 7 of the Spatial Planning Act

The requirement applies to all lots.

CERTIFICATION: When submitting the offer, the tenderer declares compliance with the requirement, indicating in the Part IV, section A, box 1) of the EDES type, number and e.validity of the document, and for foreign persons similar information about the corresponding equivalent document, certifying the right of the respective person (according to his national legislation) to fulfill the subject of the contract, incl. if applicable a web address if the document is available in electronic format, the issuing authority or office and the exact reference to the document.

EVIDENCE:the ovaries of Art. 67, para. 5 and para. 6 of the PPA - by submitting a certified copy of a valid License for performing the activities under Art. 166, para. 1, item 1 of the Spatial Planning Act, issued by the Minister of Regional Development and Public Works or a valid Certificate for carrying out the activities under Art. 166, para. 1, item 1 of the Spatial Planning Act, issued by the Head of the National Construction Control Directorate (DNSC) or equivalenta document for foreign participants certifying the right to carry out such activity, issued by a competent authority of a Member State of the European Union or of another State Party to the Agreement on the European Economic Area, pursuant to Art. 166, para. 7 of the Spatial Planning Act.

The participant should have a valid Professional Liability Insurance under Article 171 of the Spatial Planning Act, with a liability limitaccording to Art. 5, para. 4 of the Ordinance on the terms and conditions for compulsory insurance in design and construction, or an equivalent document for non-residents, in accordance with the law of the country in which they are established, with coverage corresponding to the volume and nature of the order arising from a normative act (objects, subject of the order are the fourth category).

In the procedure can yparticipates any Bulgarian or foreign natural or legal person or their associations, which fulfills the conditions of Art. 1, Art. 55, para 1, item 1 and item 3 of the Public Procurement Act, the conditions under Art. 107 of the Public Procurement Act, the circumstances under Art.the radiations of art. 4 of the same law, circumstances under art. 69 of the Law on Public Procurement, as well as a participant:

- offered a price for execution higher than the estimated value of the respective lot,

- whose technical. proposal does not meet the requirements of the Contracting Authority,

- which, upon invitation by the Contracting Authority, does not extend or confirm the term of validity of its tender.

If any of the above are available to the tenderergrounds for removal under Article 54, para. 1 of the Public Procurement Act and Art. 55, para. 1, item 1 and item 3 of the Public Procurement Act, he has the right to present evidence that he has taken measures that guarantee its reliability, despite the existence of acc. reason for removal.

Bidder`s offers must be prepared in compliance with tax and social security obligations, environmental protection, employment protection and employment.the labor vocabulary in force in the country or country where the services are to be provided and which are applicable. Failure to comply with this condition will result in removal.

When the tenderer envisages the participation of subcontractors in the execution of the contract or will use the resources of third parties, respectively. requirements also apply to subcontractors and third parties.

Documents, eproviding the lack of grounds for removal are those referred to in Art. 58 PPA and are presented by the participant selected as a contractor before the conclusion of a public procurement contract. The contracting authority may require tenderers, at any time after the opening of tenders, to submit all or part of the documents proving the information referred to in the EDES, where this is required by law.the conduct of the procedure.

Bid may be submitted for one or all volumes. positions. In case the bidder wishes to submit a bid for more than one volume. position in the packaging of art. 47, para. 2, separately completed documents under Art. 39, para. 3, item 1 of the AIPPP and individual opaque envelopes with the inscription "Offered price parameters", indicating the position for whichrefer. When submitting the offer, the participants must submit the EDED in electronic form, which must be digitally signed and enclosed in an appropriate optical medium to the package of documents for participation in the procedure. The format in which the document is submitted should not allow editing of its contents.

The terms and conditions for payment of the contractor`s remuneration under. line item will be carried out in compliance with the terms and conditions specified in the draft contract.
