Preparation of a Comprehensive Compliance Assessment Report invest. a project for a composting installation servicing the needs of the Municipality of Karlovo and implementation of an independent construction supervision. The activity is related to the implementation of the activities of a consultant within the meaning of the TDA for elaboration of a complex report for conformity assessment and realization ofMain Site: Karlovo Municipality

The activity is related to the implementation of the activities of a consultant within the meaning of the SPA for elaboration of a complex report for conformity assessment and implementation of an independent construction supervision Activity 1. Preparation of conformity assessment of investment projects with the basic requirements for the construction works:

А) Assessment of the compliance of an investmentprojects with the basic requirements for the construction works, within the meaning of Art. 142, para. 6, item 2 of the TDA, subject to the requirements of Art. 142, para. 5 of the Territory Control Act, B) Assessment of the conformity of the "Constructive" part, within the meaning of Article 142, paragraph 10 of the Territory Arrangement; C) Conformity assessment under Article 169, paragraph 1, item 6 of the TDA of investment projects, within the meaning of Article 142, paragraph 11 of the Territorial Planning Act

Activity 2. Exercise of construction workssupervision during construction, according to Art. 166 of the TDA. The scope of activities under Art. 168 of the TDA. Performing the function of coordinator of safety and health, according to Ordinance No. 2 of 22.3.2004. on the minimum requirements for health and safety at work. Preparation of a technical passport, according to Art. 176a of the TDA and preparation of a final report under Art. 168, para. 6 of the TDAthe capacity of the composting plant is determined on the basis of the morphological analysis, the determined accumulation rate and the mass balance. In connection with the fulfillment of the objectives set out in Art. 31, para. 1 of the Waste Management Act The Municipality of Karlovo envisages the construction of a composting plant with a capacity of 6, 500 tons per year in the PI 36498.37.364 with an area of 20000 m.

The participants in the public procurement must havewatt:

1) a valid certificate according to Art. 166, para. 1, item 1 and para. 2 of the TDA - assessment of the compliance of the investment projects and / or the execution of the construction supervision or for the foreign participants in the procedure - a valid equivalent document proving its right to carry out such activity, issued by a competent authority of an EU Member State or another country - Party to the Agreement hand EEC, according to Art. 166, para. 7 of the Territory Arrangement;

2) a valid certificate for entry in the register under Art. 44, para. 1 of the Energy Efficiency Act or equivalent or for foreign participants in the procedure - a valid equivalent document proving its right to carry out such activity, issued by a competent authority of an EU Member State or of another country party to the EEC Agreement.verification of bidding: the circumstances are certified by reference to ENEDOP, Part IV: "Selection Criteria", section A. "Accuracy" of the entries in public registers with the National Construction Control Directorate and the Agency for Sustainable Energy Development respectively . in a similar register stating the web address, authority or service issuing the documents, a precise reference to the documents.

Proof: upon signing a contract with the selected contractor, a certified copy of a valid certificate under Art. 166, para. 1, item 1 and para. 2 of the Territory Control Act and for foreign persons an equivalent document proving its right to carry out such activity issued by a competent authority of an EU Member State or of another country party to the EEC Agreement and a copy of a certificate of entryin the register under Art. 44, para. 1 of the Energy Efficiency Act or equivalent, and for foreign persons an equivalent document

The participants in the public procurement should have a valid professional liability insurance, according to Article 171, paragraph 1 of the Spatial Development Act. / registered outside the Republic of BULGARIA, the professional liability insuranceshould be equivalent to that under Art. 171. par. 1 of the TDA, according to the legislation of the state where the participant is established / registered. The insurance coverage should correspond to the volume and subject of the order resulting from a legal act (the object of the contract is the fourth group, the second category).

For a participant established / registered outside the Republic of Bulgaria, responsibility shall be equivalent to that under Art. 171. par. 1 of the TOR, according to the legislation of the country where the participant is established.

Verification: when submitting an offer to certify the required requirement, the participants fill out data (sum insured, web address, body or service issuing the document, document - №, date of issuethe type of the insured activity and the period of validity) in the enEEDOP, Part IV: "Selection criteria" section, B. "Economic and financial standing"

Proof: when signing a contract with the selected contractor, a certified copy of an up-to-date / valid insurance policy or an equivalent document (for non-residents), as stated in the EDPS, that the term of validity of the policy expires until the date of signing the contract - and a certified copy of the new policy. Pursuant to Art. 69, para. 1 and para. 2 of the Law for Counteracting Corruption and Forfeiture of the Illicitly Acquired Property, a person holding a senior public position, who in the last one year of the performance of his / her duties or obligations in the service is a participantin procedures for the award of public procurement procedures or in procedures related to the allocation of funds belonging to the EU or granted by the EU to the Bulgarian state, shall not be entitled, for a period of one year from their dismissal, to participate in or represent a physical or a legal entity in such proceedings before the institution in which he held the post, a legal entity under its control. The assignor removes from the procedure the participant for whom the grounds under Art. 54, para. 1 and circumstances under Art. 55, para. 1 of the PPA, which occurred before or during the procedure. Participation in the procedure shall not be allowed and a participant to whom the hypotheses of Art. 3, item 8 of ZIFODRUPSTSTTTDS, unless the provision ofArt. 4 of it. The guarantee for the performance of the public procurement contract is 5% of the contract value excluding VAT. The performance guarantee may be deposited in cash in a bank or may be provided in the form of a bank guarantee or insurance covering performance by covering the contractor's liability. The assignor pays the price howit follows:

1. First payment - to prepare an assessment report on the compliance of investment projects in the amount of 80% of the value for assessing the compliance of the investment projects, within 30 (thirty) days after submission of the prepared report (s) and issue of an invoice for the due sum;

2. Second payment - to exercise construction supervision at the rate of 50% of the value of exercisenot to construction supervision, within 30 (thirty) days from the date of opening of the construction site (Annex 2 and / or 2a to Article 7, paragraph 3, point 2 of Ordinance No 3 / 31.7.2003 for drafting of acts and protocols during construction) and issue of invoice for the amount due; Final payment - the remainder of the contract price, after deduction of the amounts of the first and second payment, within theo 30 (thirty) calendar days starting from:

3.1. Acceptance of the construction and issuance of a permit for use; Issuing by the contractor and submitting an invoice for the amount due to the contracting authority
