The scope of the contract includes the following activities: - Construction supervision in accordance with Article 168 of the Territorial Planning Act, including:

1. Legally commenced construction according to Art.Art. 157 of the Territory Management Act, including the construction of a building line, preparation and registration of the Order Book and notification to all the specialized control bodies; Completeness and proper drafting of acts and records during construction; Adoption of construction and assembly works in compliance with the requirements of the PIPCR, BDS and other applicable normative documents; Control of compliance with approved requirements-investment projects and technical specifications in accordance with Art. 169 of the TDA; Control of compliance with the conditions of work safety and fire safety; No damages to third parties and property due to construction; Control of materials and equipment in accordance with the requirements of the Ordinance on the essential requirements and conformity assessment of construction works-products; Verification and signing of all acts and protocols during the construction, necessary for the assessment of the constructions, according to the safety requirements and their lawful execution, in accordance with the Territorial Planning Act and Ordinance №3 for the preparation of acts and protocols during construction; Control of the energy efficiency measures in the implementation of the project in accordance with the Energy Actefficiency and the regulations thereto; Control of environmental protection and waste management in accordance with the Environmental Protection Act, Waste Management Act and the Regulations thereto;

Discussion with the Builder and Designer about the problems encountered in connection with the construction activities and the information of the contracting authority and the DNSK for any violation of building regulations-provisions; Participation in weekly operations and meetings with designer and builder; Assisting countries with guidance on the implementation of the Bulgarian legislation and the lawful implementation of the project. Verification and signing, together with the Designer and the Builder, of the prepared executive documentation and its submission to the respective bodies according to Art. 175 of the TDA; Submitting an exthe annual documentation for the unlimited storage of the authority issuing the building permit and the Cadastre Agency in the required volume; Drawing up a statement of findings, after completing the construction and assembly works, together with the CONTRACTING AUTHORITY and the BUILDER, certifying that the construction is executed according to the approved projects, the certified executive documentation, the requirements for the construction and the conditions ofthe contract concluded; Assistance to the CONTRACTING AUTHORITY after the completion of the construction and assembly works and the completion of the acceptance tests to make the (registration) REQUEST for putting the site into operation by submitting the final report, the contracts with the utility companies for connection to the technical infrastructure networks and a document from the Agency on the cadastre, as requiredof the TDA; Participation in host tests and all activities for the issuance of Permit for Use; Inspection of sites during the one-year period after issue Permission to use, at least twice - after 6 months and at the end of the period. In the event of defects during this period, the CONTRACTOR must provide the relevant experts for viewing together with the BUILDER and the BUORDER and recommend appropriate corrective actions and deadlines for remedying the defects. To execute, on behalf of the Assignor, the functions of the Safety and Health Coordinator for the construction phase according to Art. 5, para. 3 of Regulation № 2/2004 on minimum health and safety at work requirements for the construction works, including the implementation of allobligations of the contracting authority provided for in the said Ordinance. Preparation of Final Report according to Art. 168, para. 6 of the Territory Management Act, for the issuance of a Permit for Use, including technical supplementation. The participant must hold a valid license / certificate in accordance with Art. 166, para. 2 of the Civil Engineering Supervision Act - The participant completes Section A: "Fitness" in Part IV: "Criteria for Submission• Prior to concluding a public procurement contract, the contracting authority shall request from the participant designated as a contractor a copy of a valid license / certificate in accordance with Article 166, paragraph 2 of the Territorial Planning Act. In case the participant is a foreign person, he / she may present a valid equivalent document or declaration orStatement issued by a competent authority of a Member State of the European Union or of another State party to the Agreement on the European Economic Area proving the entry of the participant in a relevant register of that country.

The participant chooses the form of the performance guarantee. Guarantees are provided in one of the following forms:
