The scope of the contract includes the following activities: Construction supervision in compliance with Article 168 of the Territorial Planning Act, including: 1. Legitimate commencement of the construction according too art. 157 of the TDA, including the construction of a building line, preparation and registration of a book and notification to all specialized control bodies; completeness and correct drafting of acts and records during construction; acceptance of construction and assembly works in accordance with the requirements of PIPCR, GVA and other applicable normative documents; control over compliance with the requirements of approved yindrafts and technical specifications in accordance with Art. 169 of the TDA; control over the observance of the conditions of work safety and fire safety; avoidance of damage to third parties and property due to construction; control of materials and equipment in accordance with the requirements of the Ordinance on the Essential Requirements and Assessment of the Conformity of Construction Productsproducts; inspection and signing of all acts and protocols during the construction, necessary for the assessment of the constructions, in accordance with the requirements for safety and their lawful implementation, according to the SPA and Ordinance №3 for drawing up of acts and protocols during the construction; control of the energy efficiency measures in the implementation of the project in compliance with the Energy Actefficiency and its regulations; environmental protection and waste management in accordance with the Environmental Protection Act, the Waste Management Act and the regulations thereto; discussing with the builder and designer the problems encountered in connection with the construction activities and informing the contracting authority and the DNSK of any violation of building regulationsregulations; participation in weekly operations and meetings with designer and developer; helping countries with guidance on the implementation of the Bulgarian legislation and the lawful implementation of the project; checking and signing, jointly with the designer and the builder, of the prepared executive documentation and its submission to the respective bodies pursuant to Art. 175 of the TDA; submitting an executiondocumentation for the unlimited storage of the building authority and the Cadastre Agency in the required volume; drawing up of a statement of findings after completion of the construction and assembly works, together with the contracting authority and the builder, certifying that the construction is executed according to the approved projects, the certified executive documentation, the requirements for the construction and the terms of the contractcontract;

14. Assistance to the assignor after the completion of the construction and assembly works and completion of the acceptance tests to make a registration request for putting the site into operation by presenting the final report, the contracts with the operating companies for joining the networks of the technical infrastructure and a document from the Cadastre Agency according to the requirements nand ATS; participation in reception tests and all activities for the issuance of a permit for use; inspection of the sites during the one-year period after the issuance of a permit for use, at least 2 times - after 6 months and at the end of the period; in the event of defects during this period, the contractor must provide the relevant experts for a joint inspection with the builder and the contracting entityand recommend appropriate corrective actions and deadlines for defect elimination; to execute, on behalf of the assignor, the functions of the Safety and Health Coordinator for the construction phase under Art. 5, para. 3 of Ordinance 2/2004 on minimum health and safety requirements for the performance of construction works, including the fulfillment of all obligationsof the contracting authority, provided for in the aforementioned Ordinance; preparation of a final report according to Art. 168, para. 6 of the Territory Management Act for granting a permit for use, including technical supplementation. The participant must hold a valid license / certificate in accordance with Art. 166, para. 2 of the Tertiary Surveying Act - The participant completes Section A "Fitness" in Part IV "Selection Criteria" from a single-European Procurement Documents (EEDOP)

Prior to the award of a public procurement contract, the contracting authority shall request from the participant designated as a contractor a copy of a valid license / certificate in accordance with Art. 166, para. 2 of the Territory Management Act for exercising construction supervision. If the participant is a non-resident, he may present a valid equivalent document or declaration or certificate, andissued by a competent authority of a Member State of the European Union or of another country party to the Agreement on the European Economic Area, proving the entry of the participant in a relevant register of that country.

When submitting a tender, participants only fill in the relevant section of EEDOP. In the case of unions, which are not legal entities, the compliance with the criteria for sub-or not by any of the persons included in it, except for the respective registration, presentation of a certificate or other condition necessary for the fulfillment of the order, according to the requirements of a normative or administrative act and according to the distribution of the participation of persons in carrying out the activities provided for in the contract for the formation of the groupingthe contractors must comply with the relevant selection criteria according to the type and the share of the order they will perform and for them there are no grounds for disqualification from the procedure

The assignor removes from the procedure the candidate or participant for whom it is available the grounds under Art. 54, para. 1 of the Public Procurement Act and under Art. 55, para. 1 of the Public Procurement Act, which occurred before or during the procedurethe member appointed as a contractor shall provide a performance guarantee of 3% of the value of the contract, exclusive of VAT. The participant chooses the form of the performance guarantee. Guarantees are provided in one of the following forms:

On the grounds of Art. 67, para. 5 of the PPA, the contracting authority may require from the participants and the candidates at any time to present all or part of the documents proving the information specified in EEDOP, This is necessary for the lawful conduct of the procedure
