(B19024) OFCL is looking for a specialist from the USO. local admin. and moves to develop and implement optimization measures for multispace offices and to develop the new bat. located at Eichenweg 3, Zollikofen (2nd stage).

On the Zollikofen campus, the construction of the administrative building is in its 2nd stage. Bati on the sitefrom Meielen, it will house 1, 200 workstations. According to the current planning of the works, the completed building will be able to be built and used in the summer of 2021.

Main Site: New administrative building 2 step Eichenweg 3, CH - 3052 Zollikofen.

On the Zollikofen campus, the construction of the administrative building between in its 2 stage. Bati on the Meielen site, it will house 1, 200 workstationsgarlic. According to the current planning of the works, the finished building will be able to be built and used by summer 2021.

The 1 stage of construction, Eichenweg 1, Zollikofen, ended in 2013. Various transfers of staff have to take place in the frame the construction of the second stage and the relocation of the building at Monbijoustrasse 74, Berne. Improvements are imposed on the levels ofworkstations, special areas located close to the office, the cafeteria and the reception hall.

The following technical capacity justifications are required., except for the one mentioned under point CQ2 economic and financial capacity, to be delivered with the bid, failing whichthe latter will not be taken into consideration.

CQ1: technical capacity:

- CQ1.1 reference of the enterprise in organization of administrative premises relating to the execution, during the last 10 years, of a project comparable with the market to be awarded, in particular from the point of view of experience in the design of administrative premises (planning, organization, execution), in the buildings of the administration and offices. To indicate on the form 3.1 in the offer,

- CQ1.2 reference of the company in organization of displacements relative to the execution, during about the last 10 years, of a comparable project with the market to be allotted, especially from the point of view of experience in the planning, organization and execution of demenevents in the administration buildings and offices. To be indicated on form 3.2 in the offer. - - CQ1.3 proof that the company has sufficient staff resources to ensure that the construction project is completed within the time limit. To be provided by using Form 1 in the offer, - CQ1.4 signed declaration by which the tenderer undertakes, in the event of obtaining theto fully implement the current instructions for CAD data issued by the OFCL of 1.6.2018 (see Annex) and to provide the OFCL, at the end of the work, the data and documents in the required quality. Declaration made by signing Form 2 in the offer.

CQ2: Economic and financial capacity:

- CQ2.1 Evidence to be provided by the company at the request of the adjudicatorafter the submission of the tender and before the award of the contract:

- recent extract from the certified and current register of prosecutions, not more than 3 months old,

- valid insurance certificates or document in which the insurance company that is scheduled declares its intention to enter into professional liability insurance with the bidder / bidder communityin case the latter / would be awarded the contract.

Construction Cost Code (CFC): 558 project management, project support.

Partial offers are not allowed.

Conditions for the countries not having adhered to the WTO Agreements: none.

General Conditions: General Conditions of KBOB Agent Agreements, Version 2017 (Annex).

Negotiations: Reservedes. The master of the works reserves the right to request additional flat-rate or global offers for subsequent negotiations.

Conditions governing the procedure: the contracting authority awards public contracts for services in Switzerland only to contractors who guarantee compliance provisions on the protection of workers, the conditionsequal pay and equal pay for men and women. If the service is performed abroad, the tenderer at least complies with the fundamental conventions of the International Labor Organization mentioned in Annex 2a (OMP).

1) Acquisition is subject to maturity the project and the availability of credits.

4) Complement to item 2.6 Detailed description of the tasks - the expected performances relate to partial phases 32, 41, 51, 52 and 53 defined in art. 4 of SIA 102/2014 and SIA 112/2014 model. Themarket comprises specialized services in the field of the organization of administrative premises and removals CFC 558 specialist in the organization of administrative premises and removals (project management, project monitoring).

Indication of the remedies: in accordance to art. 30 LMP, this publication can be attacked within 20 days ofnotification, to the Federal Administrative Court, PO Box, 9023 St. Gallen. The appeal memorial, to be presented in 2 copies, will indicate the conclusions, reasons and means of proof and will bear the signature of the appellant party or his representative; will be attached a copy of this publication and the exhibits invoked as evidence, when availableClosing time for the submission of tenders / remarks: (date of the postal stamp) remarks on the submission of tenders: place of delivery of the offer, see figure 1.2 above,

a) for delivery at the reception OFCL (by the tenderer himself or by courier): the tender must be submitted at the latest on the above date, during the opening hours of the reception (7: 30-12: 00 and 13: 00-16: 00) cobe an acknowledgment of receipt of the OFCL;

(b) delivery by post: the postal seal or proof with bar code of an officially recognized Swiss or foreign post office is determinative of the date of delivery (postage). by an enterprise machine is not recognized as a postal seal); (c) submission of the offer to a diplomatic or consular representation of SwitzerlandForeign bidders may submit their bids no later than the above-mentioned date to a Swiss diplomatic or consular representation in their country, during opening hours, against an acknowledgment of receipt. They are obliged to send it by fax or by e-mail (see paragraph 1.2 above) to the contracting authority no later than the date limitates depositing offers;
