Construction of a bypass Gryfic - connection of roads No. 110 (Niechorska Street) and No. 105 (Piastow Street)

The subject of the order is the construction of a bypass of the city of Gryfice with a length of approximately 4.4 km connecting the voivodship road No. 110 and 105.

1. The subject of the order is the construction of a bypass of the city of Gryfice, about 4.4 km long connecting the voivodship road No. 110 and 105. The course of the planned road section starts from DW No. 110 at Niechorska street, crosses the poviat road No. 3114Z, runs over the PKP line, then intersects with the provincial road No. 109, passes overRega river and runs to the voivodship road No. 105 to ul. Piastow.

Scope of construction works includes:

1) execution of a new track of a 7m wide road with bituminous surface,

2) construction of two intersections rondo at DW 110 and DW 109,

3) construction of intersection with poviat road No. 3114Z and voivodship road No. 105,

4) construction of a road overpass over the PKP line,

5) construction of a bridge over the Rega river,

6)locally constructing a pedestrian-bicycle route with a concrete block surface,

7) construction of culverts,

8) construction of evaporation and drainage tanks,

9) construction of access roads to evaporation and drainage tanks,

10) construction of storm water drainage,

11) construction road lighting,

12) reconstruction of telecommunications, electricity, water and sewage infrastructure,

13) signagevertical and horizontal.

2. The subject of the order has been described in detail in Chapter C of the TOR and Robotized Measurements

3. If in the project documentation, technical specifications or pre-measure, the origin (brand, trademark, producer, supplier) of materials or standards, in particular referred to in art. 30 of the PPL Act, this indication has the characterOnly exemplary and the Employer allows the use of materials and equivalent products, provided that the proposed materials / products will correspond in terms of the equivalence parameters to the materials / products indicated by the Employer. If the Contractor offers materials / equivalent products, the Ordering Party requires submission of relevant documents, validatingh the equivalence of these materials / products. The above-mentioned documents will be subject to assessment by the author of the project documentation and the contractor for the contract

4. The Contracting Authority provides for the possibility of ordering, referred to in art. 67 sec. 1 point 6 of the Act on Public Procurement Law.

1) The scope of the robot is set in the amount of up to PLN 6, 781, 000.00 net, in the scope compliant with the subject of the orderbasic, consisting in the re-creation of similar construction works.

2) Conditions under which they will be granted: performance of the robot during the term of the contract, and after its completion:

a) for socially justified reasons;

b) to improve road safety ;

c) in cases justified by technology;

d) in cases justified by local conditions.

e) taking into account changes pabout negotiations with the Contractor.

5. The Employer requires employment by the Contractor under a contract of employment within the meaning of the provisions of the Labor Code, full time of all persons performing activities covered by the scope of orders, i.e. works performed with physical effort, if the performance of these activities will consist in performing work in the manner specified in art. 22 - 1 of the Act of 26.6.1974Labor Code. - This obligation also applies to subcontractors. The Contractor is obliged to include in each subcontract agreement appropriate provisions requiring subcontractors to hire persons performing the above-mentioned activities on the contract of employment. The condition will be considered fulfilled if the Contractor can prove that he has financial or creditworthiness in the amount of min. PLN 3 million. • PerformanceThe condition of the contractor jointly applying for the order or Contractor together with the entity on whose financial or economic situation it will rely may satisfy the condition - the Contractor may confirm the fulfillment of the conditions for participation in the proceedings in appropriate situations and for a particular order, or its parts, rely on the financial situation or economics

Contractor, which relies on the capabilities of other entities, will prove to the Ordering Party that while performing the order, he will have the necessary resources of these entities, in particular by presenting the obligation of these entities to give him at his disposal the necessary resources for the needs of the order.

I. The proceedings are conducted in Polish on the electronic platform Smart PZP at https://portal.smartpzp.pl/zzdw (hereinafter referred to as "Platform") and under the name of the proceedings indicated in section II.1.1)

II. The Ordering Party will follow the procedure specified in Article 24 aa of the Public Procurement Law.

III. The Contractor, on the terms specified in Chapter XII of Chapter A of the Terms of Reference, is obliged toessence of the bid bond in PLN 100, 000.00.

IV. The contractor is excluded from the contract awarding procedure:

1) pursuant to art. 24 sec. 1 Public Procurement Law Acts

2) additionally pursuant to art. 24 sec. 5 point 1 of the Public Procurement Law - V. The Contractor initially confirms the lack of grounds for exclusion and fulfillment of the conditions for participation in the proceedings by submitting, together with the offer valid at the day of submitting bids, statements inthe form of a single document drawn up in accordance with the standard form provided for in the European Commission's implementing regulation issued on the basis of art. 59 par. 2 of Directive 2014/24 / EU and art. 80 par. 3 of Directive 2014/25 / EU. The EAT declaration should be submitted as part of the offer, via the Platform in electronic form bearing a qualified electronic signatureVI. Declarations or documents confirming compliance with the conditions of participation in the proceedings and no grounds for exclusion for domestic Contractors as well as statements or documents confirming no grounds for exclusion for foreign Contractors are indicated in Section VIII of Chapter A of the Terms of Reference - VII. The following documents, constituting the offer, shall be submitted by the Contractor to the Platforme, with a qualified electronic signature:

1) original form "OFFER" (attachment No. 1 to SIWZ);

2) original statement of EED (Annex No. 2 to the Terms of Reference);

3) original priced specimens robot (attachment no. 5 SIWZ);

4) proof of payment of the bid security (original warranty / surety, if the Contractor provides a bid bond in a form other than cash)

5) original commitment of other entities to give it to disposemaking the necessary resources for the order fulfillment - if the Contractor, in order to confirm compliance with the conditions of participation in the proceedings in relevant situations and with regard to a specific order or part thereof, relies on technical or professional capacity or financial or economic situation of other entities, independently on the legal nature of connecting him withlegal relationship.

VIII. Contractor, within 3 days from the date of posting on the website information referred to in art. 86 par. 5, provides the orderer with a declaration of belonging or non-affiliation to the same capital group as referred to in Article 24 para. 1 point 23 of the Act. Along with the submission of the statement, the contractor may provide evidence that links with another contractor do not lead to distortion of competition in the contract award procedure. declarationEach contractor submits a joint offer.

The statement should be submitted in the original in the form of an electronic document or in an electronic copy certified for compliance with the original using a qualified electronic signature.
