European open-ended tender for the provision of the help desk service and 1-level assistance for the information systems of SACE and its subsidiaries.

Help desk service and 1 level assistance for SACE information systems and-its subsidiaries. The total amount of the contract, estimated pursuant to art. 35, paragraph 4 of Legislative Decree no. 50/216, for its entire duration, and EUR 1 300 000.00 over VAT and including security charges of EUR 500 not subject to discount.

It is not allowed to participate in the tender of competitors for which there are : the causes of exclusion pursuant to art. 80 of Legislative Decree no. 50/2016; theconditions pursuant to art. 53, paragraph 16-ter, of the Legislative Decree of 2001, n. 165 or that, under the current legislation, further prohibitions to contract with the public administration have arisen.

The economic operators having their seat, residence or domicile in the countries included in the c.d. referred to in the decree of the Minister of Finance of 4.5.1999 and the decree of the Minister of Economy and Financeof 21.11.2001 must be in possession, under penalty of exclusion from the tender, of the authorization in course of validity issued pursuant to d. m. 14.12.2010 of the Ministry of the Economy and Finance pursuant to Article 37 of Legislative Decree No. 3.5.2010, No. 78) or of the application for authorization presented pursuant to art. 1, paragraph 17 of Law 120 / 2012.

Every single competing economic operator (also in approxof R.T.I., consortium), including the competitors of another Member State residing in ITALY, will have to, under penalty of exclusion of the procedure, be in possession of the requisite of professional qualification provided for by art. 83, paragraph 1, letter a) and paragraph 3, of Legislative Decree no. 50/2016 or registration in the business register for the activities covered by the contract; for companies not resident in ITALY, the pThis requirement must result from a specific document that must certify the registration in a similar professional or commercial register according to the legislation of the State of belonging, according to the procedures referred to in paragraph 3 of the art. 83.

Overall, in the last three financial years approved on the date of publication of the notice, global sales have not been achieved-less than twice the amount set as a starting point (ie twice as high as EUR 1 300 000.00).

2. the procedures for the payment of the € 140.00 contribution provided to the ANAC are indicated in the tender regulations;

3. the tenders must be received by SACE, by 12:00 noon of the peremptory deadline indicated in point IV.2.2) according to the procedures indicated in the Disciplinaryand tender and must contain all the documentation requested. Tenders received after the deadline referred to in point IV.2.2 will not be taken into consideration;

4. the official tender documentation and downloadable from the website (https://portaleacquisti.cdp.it);

5. the participation of competitors who are among them in one of the situations referred to in art. 2359 cod. usv. The competitors, for whom it is ascertained that the relative offers are imputable to a single decision-making center, on the basis of univocal elements or involved in objective situations detrimental to the parity between competitors and / or detrimental to the secrecy of offers, will be excluded from the tender. ;

6. SACE reserves the right to:

a) not proceed with the awarding in the event that noneoffer is convenient and suitable in relation to the contractual object, in accordance with the provisions of Article 95, co. 12, of Legislative Decree 50/2016;

b) proceed with the awarding even in the presence of a single valid offer;

c) suspend, re-submit or not award the tender motivatively; the adjudication has previously taken placeand;

7. subcontracting is permitted within the limits permitted by law;

8. no increasing, indeterminate, variant, partial, multiple, conditional, incomplete offers are allowed;

9. the specific requirements regarding the details of the service, the award criteria, the elements of assessment, the methods for submitting offers, the additional causes for exclusion from the tender and the other-information is contained in the tender regulations and related annexes as well as in the technical specifications;

10. the competitors, with the presentation of the offers, allow the processing of their personal data, according to current legislation, for the competition and contractual requirements;
