Migration and Integration of Existing Data Structures

As part of the SMO project code 109461 (BigData), Migration Services and integration of existing data structures have a particularly important role in the project, archive of investigated filesbeing one of the largest and most diversified sources of information for the Competition Council, gathered in over 20 years of existence of the institution. At this point, the physical archive is electronically unstructured information, but with a great potential for processing and correlating knowledge. Acquisition of electronic archiving services is necessary to obtain reproductiondeleting the documents in the physical archive, cataloging them for later retrieval and integrating the electronic documents resulting from the BigData Project. Electronic archiving requires an e-archive management solution that can also be used after the contract is completed, as well as professional training / training services specific to the archiving activity.

1) The bidders, the members of the association, the supporting third parties and the subcontractors must not find themselves in the situations stipulated in art. 164, art. 165, art. 167 of Law no. 98/2016 on public procurement. Mode of accomplishment: In the bidding period, the DUAE will be filled in by the economic operators participating in the procedure, with informationrelated to their situation. The supporting documents proving the fulfillment of the undertaken by completing the DUAE shall be submitted, at the request of the contracting authority, only by the bidder placed on the 1st place in the intermediate rankings drawn up at the completion of the evaluation of the tenders. These documents may be: (a) the criminal record of the economic operator and members of the organ(b) as the case may be, for the management, management or supervision of that economic operator or those having the power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / documents demonstrating that the economic operator may benefit from the derogations provided in art. 166 par. (2), art.-167 par. (2), art. 171 of Law no. 98/2016 on public procurement, (c) other editing documents, as the case may be; 2) Any economic operator who has submitted the offer individually or in association, subcontractor or third party, must not be in any of the situations stipulated by art. 59 and 60 of Law no. 98/2016. If a group of economic operators associate with the purpose of submitting a joint bid, each member of the association, including the leader, will complete the DUAE, a statement on-its own responsibility for non-compliance with the provisions of art. 59 and 60 (avoidance of conflict of interests) of Law no. 98/2016, will also be presented by third-party supporters, including by subcontractors - by completing the DUAE. Mode of accomplishment: DUAE will be completed by the economic operators participating in the procedure, with information related to their situation.

Prior to the awarding of the co-the economic operator that will rank first after application of the award criterion uploads to the SEAP at the request of the contracting authority the updated supporting documents demonstrating the fulfillment of all the qualification criteria according to the information contained in the DUAE: regarding non-compliance with the provisions of art. 59 and 60 of Law no. 98/2016; 2) Fiscal attestation issued by the National Agency for Fiscal Administration (ANAF) for fulfilling the obligations to pay the taxes, taxes and social security contributions to the budgets of the general consolidated budget and to the local budget, in accordance with the legal provisions in force in Romania or in the country where it is established. Statement of annual turnover, at least equal to the estimated value of the public procurement contract in the field of the object of the contract, which turnover information is available. By presenting the turnover information, the contracting authority urincreases the economic and financial capacity of the economic operator that will be declared winner so that it can implement the contract in the best conditions: in term and quality.
