Maintenance of cleanliness on the premises of MPWiK in the Capital City of Warsaw Warsaw S.A. divided into Tasks

Main Site: Warsaw

Task 1: Comprehensive cleaning and maintenance of clean rooms, outdoor areas, careji greenery and snow removal in residential and office buildings and premises administered by the Support Division, broken down into parts:

Part 1: Comprehensive cleaning and maintenance of clean rooms, outdoor areas, greenery and snow removal in residential and office buildings administered by Administrative Department (DAT). Part 2: Performance of servicesand comprehensive cleaning and maintaining cleanliness of premises, in facilities administered by Zakład Zakladetach i Transportu (ZST).

1. Contractors, who:

1.1 meet the conditions for participation in proceedings regarding the possession of competences or entitlements to conduct a specific professional activity, may apply for the award of the contract, as long as this obligation results from separate regulations. Not applicable.

1.2 are not subject to exclusion pursuant to art. 24 sec. 1 point 12-23 of the Act on Public Procurement Law (Journal of Laws of 2017, item 1579, as amended) hereinafter referred to as the "Act" or "PPL" (from the provision of Article 133 paragraph 4 of the PPL) and on the basis of art . 24 sec. 5 points 1, 4-8 PzP.

2. The assessment of meeting the conditions for participation in the proceedings (according to the formula "meets - does not meet") and no grounds for exclusion will be made, on the basise: -a) initial statement of the Contractor contained in the single European order document "EAT" - in relation to all Contractors who submitted offers, and - b) documents and statements confirming the fulfillment of the conditions for participation in the proceedings and no grounds for exclusion regarding the Contractor, which offer will be the highest rated.

3. The Employer requests submission of:

3.1a) At the stage of skreceiving offers from all Contractors:

a) Jednolitego / tych european / their document / in the order - in accordance with item 6.1 a) IDW, constituting Part I of the ToR;

b) Documents referred to in point 6.5 IDW;

c) Other declarations and documents as indicated in the Terms of Reference that they should be attached to the offer.

3.1 b) The contracting party, prior to the order being awarded, will call the Contractor whose offer will be assessedas the most advantageous, to submit within the prescribed, not shorter than 10 days, the current date as of the day of submitting declarations or documents confirming the circumstances referred to in art. 25 ust. 1 Pzp, ie documents referred to in item 6.1b) and 6.1d) IDW.

3.1 c) Each Contractor, in accordance with art. 24 sec. 11 Pzp, is obliged to submit within 3 days from the date of posting on the partiesie the website of the Ordering Party, referred to in art. 86 par. 5 of the PPL, ie document referred to in item 6.1.c) IDW.

3.1 d) Contractor established in the territory of the Republic of Poland, in relation to persons who reside outside the territory of the Republic of Poland subject to the document specified in item 6.1 b) point a) IDW, submits relevant documents in accordance with the guidelines contained in IDW.

4. To confirm the fulfillmentia of the condition referred to in point 1 item 1.1. The Contractor whose tender will be evaluated as the most advantageous will present: Not applicable.

5. The Awarding Entity will assess (if applicable) whether the technical or professional capacity or their financial or economic situation made available to other economic entities by the Contractor allows the Contractor to demonstrate compliance with the conditions for participation in the procedure and will examine whether or not-the subject of exclusion, referred to in art. 24 sec. 1 point 13 22 of the Act (subject to Article 133 paragraph 4 of the Act) and art. 24 sec. 5 points 1, 4-8 of the Act. The Awarding Entity shall request the submission of relevant documents in relation to these entities, referred to in item 6.1.b) IDW.

1. If, for a justified reason, the Contractor can not submit the documents required by the Orderin point III.1.3 subpoint 2 of the announcement, the Contracting Party allows the Contractor to submit other relevant documents to confirm that the conditions for participation in the procedure set out in point III 1.3, 1.1, of the notice are met - 2. Refers to item III.1.3 respectively): The Contractor may, in order to confirm compliance with the conditions of participation in the proceedings, in relevant situations and with reference to the subject matterthis order, or its part, rely on the technical or professional capacity or financial or economic situation of other entities, regardless of the legal nature of its legal relationship, as specified in IDW (item 6.5 of the IDW, including the obligation to submit the documents indicated therein) .

3. If the Contractor is established or resides outside the territory-RP, submit the appropriate document or documents in accordance with the rules set out in item 6.6. IDW.

4. The offer binding period: 60 days.

5. The Awarding Entity does not provide for the order referred to in art. 134 sec. 6 point 3 of the Act

6. The offer should be made in Polish. Documents in a foreign language should be submitted along with a translation into Polish.

7. The offer together with the required documentsbe prepared and submitted in accordance with the rules specified in the announcement, IDW and applicable laws, including the Regulation of the Minister of Development of 26.7.2016 on the type of documents that the Employer may request from the Contractor in the procurement procedure and Pzp.

8. Required date of execution of the order: from the date of the contract (but not earlier than 1/01/2019)until 30.6.2020 or until the maximum remuneration is exhausted depending on which of the above events occurs first.
