Realization of the cadastral technical documents according to the technical specifications for cadastral services and systematic registration of the Order of the Director General of ANCPI no.1 / 2014.

The services of systematic registration of buildings in the Integrated Cadastre and Land Book System on UAT Prundu Bargăului Commune for a number of 7582 buildings. the contracting party establishes 1 term - the deadline in which the clear and complete answer to the requests of cladditional documentation / information of the bidders thus - in case the requests for clarification / additional information are loaded within the deadline within the deadline of 18 days before the deadline for submission of tenders according to section I.1 of the Data Sheet, the contracting authority will responds to requests for clarification before the deadline for submitting tenders with 10 days1. The bidders, the third-party supporters and the subcontractors must NOT find themselves in the situations of exclusion provided for in articles 164, 165, 167 of Law no. 98/2016 regarding public procurement. Modality by which the requirement can be demonstrated: The DUAE will be completed by each of the economic operators participating in the award procedure, with the information related to their situation.. The supporting documents proving the fulfillment of those assumed by completing the DUAE will be presented, at the request of the contracting authority only by the tenderer ranked on the first place in the intermediate ranking prepared at the end of the evaluation of the bids.

These documents are:

a. Certificates of fiscal attestation regarding the fulfillment of the obligations of payment of taxes, taxes and cothe social insurance contributions to the component budgets of the consolidated general budget, at the time of presentation;

b. The criminal record of the economic operator;

c. If applicable, documents proving that the economic operator can benefit from the derogations provided in art.166 paragraph (2), art.167 paragraph (2), art.171 of Law no.98 / 2016 regarding public procurement;

d . Other doedifying comments, as appropriate.

2. The bidders, the third-party supporters and the subcontractors MUST NOT find themselves in potentially conflict-of-interest situations, within the meaning of the provisions of art. 59 and 60 of Law no. 98/201. Method of demonstrating the fulfillment of the requirement: Each of the participants in the procedure, regardless of their quality, will present with a submissionit DUAE, declaration on its own responsibility in accordance with art. 60 of Law 98/2016 on public procurement (According to Form no. 3).

OperatorThe economists who submit the offer must demonstrate that they have the capacity to exercise the professional activity, respectively a form of registration according to the law of the country of residence, from which it can be seen that the economic operator is legally constituted, that it is not in any of the situations of cancellation of the constitution and the fact that it has the professional capacity to carry out activitiesthem which are the object of the contract.

The way in which the requirement can be demonstrated: The DUAE will be completed by the economic operators participating in the award procedures with the information related to their situation. The supporting documents proving the fulfillment of those assumed by completing the DUAE will be presented, at the request of the contracting authority only by the offethe ranting ranked on the first place in the intermediate ranking prepared at the end of the evaluation of the offers.

The supporting documents are:

a) The certifying certificate issued by ONRC, or in the case of foreign bidders, equivalent documents issued in the country of residence;

b) Class I authorization certificate, issued on behalf of the tenderer, valid at the time of submission, according to the provisions of art. 26 (1) of "Order Dto the General Rector of ANCPI no. 107/2010 for the approval of the Regulation authorizing or recognizing the authorization of Romanian natural and legal persons or of another Member State of the European Union or of a State that belongs to the European Economic Area in order to carry out and verify specialized works in the field of cadastre, geodesy and cartography on the territoryRomania ", published in the Official Gazette no. 231 / 13.04.2010.

Notes:

1. In the case of an association, each of the associates is obliged to present the documents requested in this chapter, for the part of the contract they will perform.

2. The requirement from point b) will be fulfilled by the subcontractors who provide services for which the required class I authorization is required.of the tract must have a correspondent in the CAEN code of the Certifying Certificate issued by ONRC. The proof of the authorization will have to come from the mention contained in the ORC certificate at the point "Authorized offices and / or activities". The information from the certifying certificate must be presented.

4. In the case of authorized natural persons, the operating authorization or other documents will be presentedit is equivalent from which their competence to provide the services that are the subject of this contract is apparent.

5. Non-resident economic operators (foreigners): they will present documents that prove a form of registration / certification or professional membership, which will result in the ability of the foreign legal / natural person to provide the services that are the object of this presentui contract, according to the country of origin / country in which the economic operator is established. The documents will be presented with their authorized translation into Romanian language

Annual average turnover Statement of the average annual turnover for the last three financial years available (2017, 2018.2019), depending on the date of establishment or start of the operator`s activity.conomic, according to the provisions of art. 175, paragraph (1) and art. 177, para. (1), lit. c) of Law no. 98 / 2016. Initially, the economic operator (leader, associate) will complete the corresponding requirements in the DUAE form from the award documentation, in compliance. 193 of Law no. 98/2016 regarding public procurement. The bidders will present the commitment of the supporting third party (together with the docmentions annexed to the commitment) WITH DUAE. If the support of the third party / third parties concerns non-transferable resources, the commitment assures the contracting authority to fulfill the obligations assumed by it, in the situation in which the contractor has difficulties during the performance of the contract.the closing of the award procedure, according to the provisions of art.164, art. 165, art. 167 of Law 98/2016. Method of fulfillment: The bidders will complete and present the DUAE. The supporting documents requested in support of the request, will be presented at the request of the contracting authority, by the tenderer ranked first in the intermediate ranking drawn up after applying the criterion ofattribution, presentation of the supporting documents (balance sheets, statements, etc.) to demonstrate the fulfillment of all the qualification criteria and the minimum requirements, according to the information contained in the DUAE, as provided by art. 196, para. If, after establishing the final ranking, according to the award criterion, the evaluation commission finds that there are two or more offers with the same price, the contracting authority will request clarifications through SEAP, in order to electronically upload by the operators respective economic documents containing new prices. Any communication, request, information, notification and the like will be uploaded into SEAP and will be signed with the extended electronic signature, based on a qualified certificate, issued by a certification service provider accredited in accordance with the law.
