"Provision of consulting services to SMEs" by lot - The subject of the public procurement contract is the provision of consulting services to SMEs by lot. to comply with all instructions, templates, conditions and requirements specified in the documentationshould prepare its tender in accordance with the requirements of the PPA, the PPPP and the documentation. When preparing the offer, each participant must adhere strictly to the conditions announced by the assignor. The tender must comply with the requirements set out in the notice of initiation of the procedure, the documentation and be drawn up on the specimens attached thereto. The conditions in the specimen documentsare required for the participants and can not be changed by them.

Training for the development and implementation of quality management systems (including quality management systems ISO 9001, Regulation (EC) 2016/679 the European Parliament and the Council of Europe on the protection of individuals with regard to the processing of personal data, environmental management (ISO 14001 environmental management systems), occupational health and safety management (occupational health and safety management systems BS OHSAS 18001)

Minimum requirement:

For lot 1: valid accreditation for the relevant European standards series by the Bulgarian Agency foraccreditation "or by another national accreditation body that is a party to the Multilateral Agreement on Mutual Recognition of the European Organization for Accreditation for the relevant field or to meet the recognition requirements under Article 5a (2) of the National Accreditation Conformity Assessment Bodies.

Participants must have achieved a minimum turnover inthe scope covered by the contract for the last 3 (three) completed financial years (2015, 2016, 2017), depending on the date on which the participant was established or started its activity, positions, calculated on an annual basis.

"Turnover within the scope of the contract" means the specific annual turnover achieved by the execution of: - for-Lot 1 - advisory activities for the implementation of quality management systems, environmental management, occupational health and safety management, or other related to the implementation of quality management systems or the processing of personal data and on the free movement of such data. - for lot 2 - consultancy activities concerningthe requirements of the Health and Safety at Work Directive: risk analysis, training of health care professionals, health status analysis or others related to OSH requirements. The guarantee for the performance of a public procurement contract is 3% (three per cent) of its value excluding VAT for the respective lot. The performance guarantee shall be provided by the contractor prior to the conclusion of the contract in the form-of a sum of money, a bank guarantee or insurance that ensures performance by covering the contractor's liability. The Contracting Authority will remove from participation in the tendering procedure the tenderer who does not fulfill all the conditions of the technical specification as well as a participant who in any way has included in his offer outside the envelope "parameters "elements related to the offered price and / or parts thereof
