Call for tenders for expert services concerning competitive tendering and financial expertise

Description of the subject of the call for tenders

The Government has decided to open passenger rail transport to competition. The Ministry of Transport and Communications is responsible for organising the competitive tendering, including tasks such as the drawing up of the tender documents, the more specific definition of the subject of the procurement and the procurement contracts. The passenger rail transport services will be opened to competition step by step.

The competitive tendering will be organised as a public tendering process in compliance with the EU regulation on public transport services by rail and by road (1370/2007/EC).

The Ministry of Transport and Communications is now preparing the competitive tendering for the regional rail services in southern Finland and requires experience in organising similar competitive tendering processes particularly from the viewpoint of business and economics.

The duties of the specialists will be related to financial consultation in connection with the terms and conditions of the concession contract, tender documents and the comparison of tenders.

Expertise will be required in the preparation of the call for tenders. The specialists will assist in the definition of the selection criteria and in the awarding of points. The specialists' main duties will include assistance in designing a model based on which the overall economic advantages of the received tenders are assessed, for example, on the basis of different pricing models and pricing baskets, the need for subvention and the offered service level. The specialists must be able to estimate the financial effects and risk levels of different contract models from the point of view of both contracting parties.
