A Future-Orientated Organisation of Nordland County

Nordland County is in a region reform process. The county will have a new and expanded role of community developer and will have a number of new assignments. At the same time, Nordland County has a major challenge as our financial limit has been reduced by approximately 500 000 000 NOK.

The assignment must challenge the existing organisation and contribute to drafting new systems that are adapted to current and future needs.

Comprehensive changes in the organisation as a whole will be implemented as part of the adaptation process. These changes include an assessment of the department structure, the organisation of services and administrative assignments that are solved across the sectors. The ambition is that the changes will have a financial effect of 230 000 000 NOK in 2022. This is to be achieved via, amongst other things, a new organisation, increased digitalisation, system development, as well as standardisation and simplification of assignments and routines. Better internal and external cooperation, as well as competence development, are also important and possible policy instruments.

The assignment includes the required mappings and analyses, with preparation of recommended and alternative proposals for measures. The tenderer must carry out the required mappings/reviews and analyses as a basis for a recommendation of alternative measures, in order to meet the county's adaptation challenges — potentially including the use of digital systems. The mappings/reviews and analyses must, as a minimum, include the following:

— political secretariat,

— finance/staff and support functions,

— financial functions such as wages and accounts,

— HR and management support functions,

— management and operation of buildings and areas,

— communication and information service,

— ICT: support, operational environment and development,

— procurement management and procurements,

— continual administrative functions:

—— general office, post, archive,

—— conferences and arranging large meetings,

—— other administrative/support functions.

Potential cooperation systems with other actors or municipalities must also be assessed, including the procurement of services. Feedback is wanted on guiding principles for alternative choices for organisation and organisation forms.

Analyses and reasoned proposals must be submitted for a new organisation of the services on offer, support functions and assignment solutions. These must be built on an organisation analysis that looks at strengths, weaknesses and possibilities in the organisation, and how the alternatives are supported by the gains realisation plan. The mapping must include, amongst other things, a description and assessment of resource use and competence, including digital competence and adaptation competence.

The project must submit reports with analyses based on facts, and the challenges and recommendations must be described. The recommended measures can include divisions in sub-projects and the organisation of them. The report must include proposals for prioritised measures, with a calculation of realistic gains, including an assessment of potential and realism as regards the county's ambition of 230 000 000 NOK. The report must clearly state whether the realisation of some projects is dependent on the realisation of other projects. The contracting authority is open to assessing new work forms and implementing systems, as well as carrying out a digitalisation/digital transformation that realises gains for the entire organisation/users as regards time, money and quality.

It must be clear whether the realisation of gains is dependent on a particular organisation.

The expected progress for the assignment is a period of up to 8 months from the date the contract is signed with the tenderer. Regular contact will be required with our project manager, as well as interim status reports and a minimum of 2 meetings with the steering committee and the management group (FL).

Interim recommendations are wanted as regards possible measures that could contribute to solving parts of the financial challenge in 2020. The project must be completed and the final report submitted by 28 February 2020 at the latest.

The assignment must form the basis for administrative and political prioritising of measures and it will be included in a review of the coming financial plan. Implementation is planned for 2020, the scope and content will depend on the result of the assignment.
