The subject this public procurement includes cleaning services for the premises of the Administrative building of the Central Social Security Instituteand NSSI) with address: Sofia, Al. Stamboliyski "№ 62-64 and Receiving of Territorial Division of NSSI - Sofia - city (TP of NSSI - Sofia City) with address: Sofia, 3 Mladost Str., Bl. 47A (Club Room to Transformer). The full scope of the activities envisaged for implementation is set out in the Technical Specification and the draft contract - an integral part of this documentation.. Sofia, Al. Stamboliyski "№ 62-64;

Complete (daily - maintenance, periodic and basic) cleaning of working, archiving and service premises, common areas, as well as cleaning of the yard and adjacent spaces of 2 buildings owned by NSSI. lays down requirements on the fitness for exercise of the professional activity.1 Participants should have-total turnover for the last 3 completed financial years, depending on the date when the participant was established or started its activity. Compliance with the requirements for the financial and economic situation of the participants: The participant fills in Section B: Economic and Financial Condition in Part IV: Selection Criteria of the Single European Procurement Document (EEDOP).Pursuant to Art. 54, para. 1 of the Public Procurement Act, the contracting authority shall withdraw from participation in a procedure for awarding a public procurement procedure when: a) he / she has been convicted with a final sentence, unless he / she is rehabilitated, for an offense under Art. 108a, Art. 159a-159d, Art. 172, Art. 192a, Art. 194-217, Art. 219-52, Art. 253-260, Art. 301-307, Art. 321, 321a and Art. 352-353e of the Criminal Code; (2) has been convicted by a judgment which has the force of res judicata unless it isfor a crime analogous to the one under item 1, to another Member State or a third country, 3) has obligations for taxes and compulsory social security contributions within the meaning of Art. 162, para. 2, item 1 of the TIPC and the interest thereon, to the state or to the municipality at the headquarters of the contracting authority and to the candidate or participant, or analogous obligations established by an act of a competent body, according to legislationthe state of the country in which the applicant or participant is established, unless a rescheduling, deferment or collateralisation of the obligations or the obligation is made by virtue of an act which has not entered into force, 4) there is an inequality in the cases under Art. 44, para. 5 of the Public Procurement Act; 5) Who is found to have: a) filed a document of false content related to the verification of the lack of grounds for removalor the fulfillment of the selection criteria, b) has not provided the required information related to the verification of the lack of grounds for removal or the fulfillment of the selection criteria, 6) has been established by a punitive decree or court decision which has entered into force, Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 118, Art. 128, Art. 228, para. 3, Art. 245 and Art. 301-305-of the Labor Code or Art. 13 para. 1 of the Labor Migration and Labor Mobility Act or similar obligations established by an act of a competent body under the legislation of the state in which the applicant or the participant is established;

7) there is a conflict of interest that can not be eliminated. The grounds under points 1, 2 and 7 refer to the persons who represent the participant or to whomthe members of the management and supervisory bodies and other persons who have the power to exercise control over the decision-making by these bodies. 55, para. 1 of the PPA, the contracting authority shall remove from participation in the procedure any participant:

1) who is declared bankrupt or is in bankruptcy proceedings, is in liquidation or has concluded an out-of-court agreementwith creditors in the sense of Art. 740 of the Commercial Code, or has ceased its activity, and if the applicant or tenderer is a non-resident, is in a similar situation arising from a similar procedure under the law of the State in which he is established, 2) who has entered into an agreement with other persons for the purpose of distortion of competition where the offense is established by an act of competence(3) which is proved to be guilty of non-performance of a public contract or a works concession or a service contract leading to its early termination, payment of benefits or other similar sanctions, except in the cases, when the default affects less than 50 percent of the value or volume of the contract; 4) who has attempted to: a) affect thethe taking of a decision by the contracting authority relating to removal, selection or award, including by providing false or misleading information; or (5) receives information that may give him an unfair advantage in the procurement procedure. The assignor will remove a participant who is not entitled to participate in public procurement under Art. 3, p.-8 of the ЗИФОДРУПРСТТЛТДС, if the conditions under Art. 4 of the Law and who has not declared the circumstances under Art. 59, para. 1, item 3 of the LMML, Art. 69 of the Law on Public Procurement and Art. 101, para. 11 of the Public Procurement Act
