I.1.1 Introduction

The Clinical Laboratories of the Jessa Hospital, the az Vesalius, Sint-Trudo (hereinafter referred to in the singular "KL" or "the laboratories") wish to proceed with a renewal of the appliances for the routine analyzes (see annex 1) immunohematology (immunohaematology analyzers mentioned below). For Sint-Franciscus hospital it may be a niThe installation involves a renewal of the available immunohaematology analyzers [2 on the Virga Jesse (VJ) campus and 1 on the Salvator (SA) campus) of the Jessa Hospital, 1 in Vesalius az and 1 in Sint-Trudo Hospital]. The necessary peripheral equipment and backup module must be provided. The whole of immune hematology analyzers, peripherals and back-up modules is hereinafter referred to as "heyThe delivery includes the following phases:

• The delivery The delivery includes all the accessories that are required for the desired uses and the material to make a connection with other equipment

The installation of the appliances and the necessary hardware / software

• The connection of the devices and necessary hardware / software

• The commissioning of de devices and necessary hardware / software with IQ and OQ

• The bidirectional link with Glims

• The parameterization of the software

• The technical and user training

• The verification of the methods and equipment (PQ) including validation according to ISO-15189

• Consumables, reagents, QC and calibration material, both for the specified numbers of analyzes and when switching to the Typeit must improve the service provision by means of the elaboration of this order and the laboratory must acquire sufficient capacity to be able to successfully meet its mission within the hospital for the next 7 years.

I.1.2.2 Efficiency increase and cost saving

Given the increasing needs in health care, and its precarious financing, KL wants it to be trickythe economic aspect of this assignment. The laboratory must gain in efficiency and the new platform must lead in a predictable way to a reduction in the overall cost of the analyzes. These objectives are translated into a series of focus areas (see - III.2.2)

I.1.3 Approach to the assignment

I.1.3.1 General

The center of gravity of the laboratoryratory activity in the Jessa hospital is located on the Virga Jesse campus, where the majority of the patient samples are offered, and where the largest number of critical services is located. On the other hand, on the Campus Salvator there is a surgical activity and an intensive service, so a package of routine analyzes on that campus must be available, albeit with a lower number.l samples. On both campuses a 24/7 service is offered by the laboratory. The platform on the Virga Jesse campus must contain sufficient redundancy to be able to develop a normal routine activity with half of the analysis equipment. Of course, the equipment on both campuses must be uniform, but the capacity will be different. The supplier must take into account met the limited space available in the laboratory, especially on the Virga Jesse campus. A manual back-up module with the same cards must be available on each campus:

The tenderer submits the Uniform European Tender Document, that consists of an updated own saleand shall be accepted by the contracting authority as provisional evidence to replace documents or certificates issued by public authorities or third parties confirming that the tenderer concerned satisfies all the following conditions:

1) he is not in one of the exclusion situations referred to in in articles 67 to 69 of the law of 17.6.2016;

2) he meetst the applicable selection criteria as determined in accordance with Article 71 of the Act of 17 June 2016.

The UEA, by which the tenderer declares that he meets the following selection criteria:

1. The tenderer must prove his financial capacity to carry out the supply order on the basis of:

1) A statement concerning the total turnover and the turnover related towith the assignment, over the last 3 financial years.

2) Proof of professional liability insurance with indication of the amount

3) An appropriate bank statement. This is understood to mean a statement by the bank about the status of the tenderer in relation to the special requirements of the contract, whereby the bank declares that the client has the financial capacity to execute the contract.e.

4) Financial ratios: liquidity, solvency and profitability of the last 3 years
