Supply and delivery of hot road bitumen type 50 / 70.

Main Site: At the purchaser`s premises in Bucharest, Timisoara Boulevard no. 110, sector 6.

Supply and delivery of hot road bitumen type 50/70 for the preparation of asphalt mixtures. Maximum estimated product quantity 600 tons. Estimated minimum quantity of product 100 tons. Estimated maximum quantity of product that could be subject to a subsequent contract of 300 tons. Estimated minimum quantity of product that could be subject to a subsequent 50 ton contract.

I. The bidders, subcontractors and third party supporters must not find themselves in the situations provided by art. 164, art. 165 and art. 167 of Legea no. 98 / 2016.

The method of fulfillment and applicability in the procedure: the Single Document of Public Procurement (DUAE), according to art. 193 para. (1) of Law no. 98/2016, under the sanction of the provisions of art. 137 para. (2) lit. b) from H.G. no. 395 / 2016.

Note: DUAE must be completed by the following categories of economic operators: bidders, associated bidders (in case ofbidders), proposed subcontractors, supporters (if the bidders make use of the provisions of article 113 paragraph (12) and article 182 of Law no. 98/2016).

After establishing the provisional ranking, at the request of the contracting authority, the bidders ranked on the first 3 places, they have the obligation to present supporting documents, both for themselves and for the other associates, subcontractors propDoors and third parties (if applicable).

The supporting documents that will be requested from the bidders ranked on the first 3 places in the provisional ranking are:

1) the criminal record of the economic operator;

2) the criminal records of the members of the management body, of management or supervision of the respective economic operator, as well as of those with decision-making power, of representatione or control within it, as it results from the ONRC certificate / the constitutive document;

3) the fiscal record of the economic operator;

4) certificate of fiscal attestation issued by ANAF regarding the payment to the consolidated state budget of the payment obligations, from to show that the tenderer does not have outstanding debts at the time of submission (standard forms issued by the competent authoritiesfrom the country where the candidate / bidder is resident). The fiscal attestation certificate must reflect the amount of outstanding debts at the end of the month prior to the month in which it was requested;

5) fiscal certificates regarding local taxes and taxes issued by the local authorities, stating that the bidder has no outstanding debts at the time of submission ( form tip issued by the competent authorities of the country in which the candidate / tenderer is resident). Fiscal certificates will be submitted regarding local taxes and fees for the registered office, secondary offices and work points;

6) other equivalent documents issued by the competent authorities of the country of origin or in the country where the bidder / candidate is established. which in the country of originor in the country where the bidder / candidate is established, no documents of the nature provided for above are issued or the respective documents do not cover all the situations provided in art. 164, art. 165 and art. 167, an authentic statement given in front of a notary, an administrative or judicial authority or a professional association that is competent in this respect is accepted.the situations provided in art. 164, art. 165 and art. 167 of Law no. 98/2016 attracts the exclusion of the tenderer from the public procurement procedure. The criminal and fiscal records, the certificates of fiscal attestation and the fiscal certificates, are submitted in a legible copy with the mention "according to the original" with the signature and stamp of the tenderer.

Specify the average annual turnover. Bidders must have an average of the global turnover on the last ones3 years (2017, 2018, 2019) of minimum 1 687 000 RON.

The award procedure is carried out online, so that the correspondence with the potential bidders will take place through the SICAP, at the participation announcement, attaching both the possible requests for clarifications, as well as the bidders` responses. If there will be 2 or more offers ranked on the first place, with the same price, authoritythe contractor will ask these bidders, a new financial proposal in SICAP, which will contain new prices. The framework agreement will be perfected with the bidders placed in the first 3 places in the final ranking. The purchaser undertakes that, whenever he wishes to conclude a subsequent contract, to invite the promising supplier placed on the first place in the final ranking. In case the promising you providedawn placed on the first place in the final ranking communicates that it cannot sign the subsequent contract, the buyer will address the promising supplier located on the second place in the final ranking. If he also communicates that he cannot sign the subsequent contract, the purchaser will address the promising supplier located on the 3rd place in the final ranking.
