The services that the service provider must provide are:

The procedure with negotiation takes place in 2 or 3 phases:

- a first phase of the call applications during which candidates will be selected according to the modalities defined in the notice of call to competition,

- a second phase during laquethe selected candidates will be invited to submit their initial tenders; - finally, a third phase, which will deal with the negotiation, may take place under the conditions set out in Article 7.2 of this consultation regulation.

The application may be submitted either under forms DC1 and DC2 (freely available on the website www.economie.gouv.fr), either in the forme of a Single European Market Document (DUME). Electronic transmission of envelopes is required for this consultation. Therefore, paper transmission is not allowed. The transmission of documents electronically is carried out on the buyer's profile. The choice of mode of transmission is global and irreversible. Applicants must apply the same modetransmission to all the documents sent to the contracting authority. Each transmission will be the subject of a certain date of reception and an acknowledgment of electronic reception. As such, the reference time zone is (GMT 01:00) Paris, Brussels, Copenhagen, Madrid. The bend will be considered if the download ends after the expected date and time. If a newwater fold is sent electronically by the same candidate, it cancels and replaces the previous fold. The fold can be duplicated by a backup copy transmitted within the time limits, on electronic physical medium (CD-ROM, DVD-ROM, USB key) or in paper form. This copy must be placed in a fold bearing the mention, as well as the name of the candidate and the identification of the procconcerned. It is opened in the following cases: when a malicious computer program is detected in the electronically transmitted mail, when the electronic mail is received incompletely, out of time or could not be opened, provided that its transmission has begun before the closing of the delivery of the folds. The electronic signature of the documents is not required as part of this consultation. No electronic format is recommended for the transmission of documents. However, the files will have to be transmitted in widely available formats. Electronic formats in which theDocuments may be forwarded as follows: after award, the electronic tender selected may be converted into a paper offer to give rise to the handwritten signature of the framework agreement by the parties. The costs of access to the network and recourse to the electronic signature are the responsibility of the candidates.
